Job description

XMSTART is looking to add an experienced and strategic full-time Senior Budget Analyst/Cost Estimator to our team, in Chantilly, VA. This position is 100% onsite in support of the Budget and Financial Management team. The candidate will execute diverse resource and acquisition management tasks and work closely with multidisciplinary NRO technical teams and development contractors to carry out their full scope of duties.

Requirements

Security Clearance Requirements:

  • Active TS/SCI clearance with CI Poly

Education:

  • Bachelor’s Degree in Finance, Accounting, Business Administration, or a related field

Qualifications:

  • 10 years of experience and/or 5 years with the NRO
  • Strong analytical and critical thinking skills
  • Strong interpersonal and communication skills
  • Knowledge of the IC budgetary principles and procedures
  • Advanced proficiency and knowledge of Microsoft Office Products and standard computer applications

Responsibilities:

  • Assist PMs with generating cost estimates
  • Compile draft budgets in coordination with PMs and managers
  • Develop budget justification products, to include Congressional Budget Justification Book (CBJB) text and briefing packages
  • Compile Government travel budgets and plans
  • Assist PMs with generating annual financial execution plans
  • Accept incoming Military Inter-Departmental Purchase Requests (MIPRs) and funding redirection actions
  • Generate RCAs to fund acquisition contracts
  • Maintain records for Requests for Contract Actions (RCAs)
  • Assist PMs with generating and coordinating Interagency Agreements (IAs)
  • Generate outgoing MIPRs and funding redirection actions
  • Assist PMs with evaluating vendor proposal cost volumes
  • Track financial metrics (e.g., commitments, obligations, expenditures, and outlays) against approved budgets, contract values, execution plans, and organizational goals
  • Generate and brief financial reports to leadership
  • Generate and provide detailed financial reports to PMs
  • Transfer funding between programs in accordance with governance policies, procedures, and management oversight
  • Track Government travel fund execution
  • Evaluate the various contractors’ financial reporting and recommend feedback, and Other ad-hoc budget related activities that might arise
