Overview:

Integrated Business & Technical Consultants, Inc. (IBTCI) is seeking a highly experienced Contract Specialist Consultant to provide strategic and operational support across federal contracting, procurement, pricing, compliance, and proposal development activities. The consultant will serve as a subject matter expert, advising senior leadership, business development teams, and project staff on contract administration, acquisition planning, pricing strategies, and regulatory compliance.

The consultant will support both corporate and project-specific needs, ensuring adherence to applicable U.S. Government regulations and industry best practices.

Essential Duties/Tasks and Responsibilities

Contracting and Procurement Support

  • Develop acquisition and procurement packages and supporting documentation, including Statements of Work (SOWs), market research reports, evaluation criteria, independent cost estimates, justifications, and approval memoranda.
  • Provide guidance throughout the procurement lifecycle, from planning and solicitation development through evaluation, award, and post-award administration.
  • Review and advise on subcontract agreements, consultant agreements, vendor contracts, and teaming arrangements.
  • Support contract negotiations with clients, subcontractors, vendors, and consultants.

Pricing and Cost Proposal Development

  • Conduct cost and price analyses related to labor, materials, equipment, travel, and other proposal cost elements.
  • Review and validate pricing assumptions, indirect cost applications, and proposal budgets.
  • Provide recommendations on pricing methodologies, proposal strategies, and cost competitiveness.
  • Ensure pricing submissions comply with applicable regulations, including the Federal Acquisition Regulation (FAR), Cost Accounting Standards (CAS), and other relevant U.S. Government requirements.
  • Support proposal teams in developing compliant and competitive cost proposals for federal and international donor-funded opportunities.

Compliance and Advisory Services

  • Serve as a trusted advisor to IBTCI leadership on contractual, regulatory, and corporate compliance matters.
  • Provide guidance on compliance with FAR, DFARS regulations, State Department requirements, and other applicable contractual frameworks.
  • Review policies, procedures, and business practices to identify compliance risks and recommend corrective actions.
  • Assist in the development and enhancement of corporate contracts, procurement, and pricing policies and procedures.

Strategic Support

  • Participate in proposal strategy sessions and management discussions, providing recommendations on contracting approaches, pricing strategies, risk mitigation, and compliance considerations.
  • Advise Business Development and operational teams on contract types, pricing structures, and procurement approaches for new business opportunities.
  • Support organizational efforts to strengthen contract management practices and operational efficiencies.

Minimum Requirements:

  • Minimum 10 years of progressively responsible experience in U.S. Government contracting, procurement, pricing, and compliance.
  • Demonstrated expertise with FAR, DFARS, CAS, and other federal acquisition regulations.
  • Significant experience in contract drafting, interpretation, negotiation, and administration.
  • Proven experience supporting federal proposal development, including cost proposal preparation and review.
  • Strong understanding of indirect rate structures, cost realism, price analysis, and competitive pricing strategies.
  • Experience supporting international development, professional services, or government contracting organizations preferred.
  • Excellent analytical, communication, and stakeholder management skills.
  • Ability to work independently and provide high-quality advisory services with minimal supervision.

Education: Bachelor’s Degree in International Affairs, International Development, Economics, Business Administration, English or related field.

Working Environment: Remote

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does not supervisory responsibilities.
