Position Overview

GARFOโ€™s Technology and Data Management (TDM) division supports fisheries management operations for approximately 16,000 internal and external users across the Greater Atlantic region. The Database Specialist will support enterprise fisheries data modernization initiatives involving Oracle and PostgreSQL database environments, legacy system analysis, data architecture, migration activities, and PL/SQL development supporting NOAA Fisheries mission systems.

This position supports the modernization and consolidation of Fisheries Dependent Data (FDD) systems collected pursuant to federal fisheries regulations. The selected candidate will work within agile development teams to analyze legacy NOAA Fisheries databases, design modernized database architectures, develop Oracle database objects and PL/SQL solutions, and support cloud-aligned data management initiatives.

Key Responsibilities

  • Analyze and assess legacy NOAA Fisheries database environments and data structures
  • Design and implement modernized Oracle database architectures and supporting solutions
  • Develop, optimize, test, and maintain Oracle PL/SQL packages, procedures, functions, triggers, and database objects
  • Support data migration and consolidation efforts from legacy systems into modernized platforms
  • Create and maintain Oracle DDL scripts and database deployment packages
  • Support Fisheries Dependent Data (FDD) management initiatives and regulatory reporting systems
  • Collaborate with software developers, business analysts, and project managers in agile development environments
  • Ensure all database solutions comply with GARFO software development and database design standards
  • Participate in troubleshooting, root cause analysis, and performance optimization activities
  • Support documentation development for database architecture, schemas, migration processes, and operational procedures
  • Assist with cloud and data modernization initiatives aligned with NOAA and Commerce strategic objectives

Required Qualifications

  • Bachelorโ€™s degree in Computer Science, Information Systems, Engineering, or related technical field, or equivalent professional experience
  • 5+ years of hands-on Oracle database development experience
  • Strong expertise with Oracle PL/SQL development and performance tuning
  • Experience designing and implementing relational database architectures
  • Experience analyzing and modernizing legacy database systems
  • Experience with data migration and ETL methodologies
  • Experience developing Oracle DDL and database deployment scripts
