Responsibilities
In this role as Contract Manager 4, you will be responsible for end-end contract development, negotiation, administration, and compliance. You will help develop strategies, perform complex analysis, review terms and conditions, and propose fact-based decisions to ensure M.C. Dean interests are protected. You will also interact directly with customers and senior management; lead major efforts such as proposals from a contract's perspective, and coordinate activities with stakeholders. Activities and tasks will include but are not limited to:
  • Leading pursuits from a contracts' perspective including interpreting, and providing guidance on solicitation, government and commercial regulations, and customer policies and procedures material to program teams.
  • Assessing market trends, customer, and trade information to determine their impact apropos M.C. Dean business objectives to recommend appropriate contract vehicles.
  • Preparing pre-negotiation audits and obtaining negotiation authorization in accordance with established procedures.
  • Completing and maintaining contract data in the appropriate business system(s) e.g.: Salesforce, CMS and coordinating activities with internal and external stakeholders through to the closeout process to ensure contract requirements are met.
  • Executing, approving, and maintaining documents such as Non-disclosure and Technical Assistance agreements.

Qualifications
Clearance/Citizen Type: Applicants selected will be subject to a government security investigation and may meet eligibility requirements, including U.S. Citizenship, for access to classified information; ability to obtain and maintain a Secret clearance is REQUIRED
Education:
  • Degree in Business or a Related Discipline Bachelors' Degree and 7+ Years of Relevant Experience OR Masters' Degree and 5+ Years of Relevant Experience

Required Experience:
  • Requires a thorough understanding of Federal Acquisition Regulations, agency supplemental regulations, and Cost Accounting Standards.
  • 7+ years Federal Contracting or contracts administration. A background in finance, accounting, or business management is a plus.
  • Experience in preparing cost and technical/business Management proposals.
    Familiarity/experience in construction and/or systems installation services contracts.
  • Experience in government solicitations and background managing contracts.
  • Understanding of labor requirements associated with federal contracts e.g.: SCA, Davis-Bacon Act, and associated requirements.
  • Ability/willingness to travel 10-15%
