Job Description

This position is contingent upon contract award

SOSi is seeking a Licensing & Contract Administrator to support mission requirements for a structured approach to further develop, integrate, and sustain a scalable, federated data ecosystem that enhances interoperability, governance, and mission-driven analytics for a DoD customer. The primary objective of the program is to bridge the operational gaps between DoD, IC, interagency, and non-traditional international partners to enable real-time information sharing, dynamic data integration, and mission-tailored analytical capabilities.

Essential Job Duties:

  • Manage enterprise software licenses and technology licensing agreements.

  • Ensure the optimization of service license utilization, coordinating with procurement management to prevent redundancy and cost overruns.

  • Submit the Software Licensing & Compliance Report, detailing license usage, renewal timelines, and compliance with procurement regulations.

  • Maintain a centralized license utilization register to ensure alignment with procurement ceilings, prevent duplicative purchases, and support budget transparency across the IDIQ portfolio.

  • Collaborate with legal, procurement, and technical teams to ensure contract and licensing compliance.

Qualifications

Minimum Qualifications:

  • Bachelorโ€™s degree in Contract Law, Business Management, or a related field OR four (4) years of equivalent experience in contract administration.

  • Demonstrated expertise in Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) processes for software and technology licensing.

  • Experience ensuring compliance with DoD acquisition regulations and intellectual property policies.

  • Experience managing enterprise software licenses and tracking renewal cycles.

  • Experience ensuring vendor compliance with federal procurement requirements.

  • Experience with DoD licensing agreements and Software as a Service (SaaS) procurement.

  • Experience supporting enterprise contract negotiation activities.

  • Proficiency in license tracking and contract interpretation.

  • Experience with cost optimization strategies for software and hardware procurements.

  • Strong organizational and communication skills.

Desired Qualifications:

  • Certified Professional Contracts Manager (CPCM) certification.

  • IT Asset Management (ITAM) Certification.
