Job description

Position Description

*This is restricted to Current City of Minneapolis Employees in the CPED department.*

Responsible for the development and monitoring of contracts and Request for Proposals, coordinating the management and administration of contracts and establishing procedures for review and monitoring, and working with staff and vendors to optimize contracts.
Job Duties and Responsibilities
  1. Negotiate the terms for Purchase of Service contracts to obtain favorable terms for the City.
  2. Coordinate management of service contracts, property management, and related projects to ensure that the City receives all items mentioned in contracts and that terms are met.
  3. Take responsibility for management of contracts, including assisting in the development, analysis and monitoring functions to maintain quality services, including monitoring cast information.
  4. Collaborate with purchasing on bid development.
  5. Manage and oversee program leasing process, provide technical assistance resources when appropriate.
  6. Develop procedures to govern complex financial outsourcing models.
  7. Participate in the development, training, and implementation of contract policies and procedures used in the City service delivery system.
  8. Manage financial systems including analyzing expense reports, revenue reports, audits, balance sheets and resolving financial problems.
  9. Develop procedures to govern complex financial outsourcing models.
  10. Manage the City's software licenses.
  11. Create requests for council action.
  12. Provide intervention and resolution services on the City's behalf when there is a dispute on whether contract terms have been fulfilled.
  13. Create and manage the database for contract information and create a comprehensive contract management system, including procedure manuals and training of staff.
  14. Participate with City staff and others to develop appropriate program plans and evaluation systems.
  15. Manages staff.
Required Qualifications

Minimum Education
Bachelor's Degree in Management, Finance, Business Administration, Public Administration or equivalent.


Minimum Experience
Four years of contract management experience, and a minimum of two years in a supervisory capacity.

Selection Process

The selection process will consist of one or more of the following steps: a rating of relevant education and experience (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.


Background Check

The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.

Eligible List Statement

The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire one month after it has been established.


Interview Selection

The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

Knowledge, Skills and Abilities
  1. Considerable knowledge of contract principles and legal terminology.
  2. Knowledge of basic management principles.
  3. Knowledge of computer database design and principles and general spreadsheet skills.
  4. Working knowledge of computer operations, software and applications.
  5. Good negotiating skills and the ability to maintain a consistent negotiating position in the face of opposition.
  6. Excellent oral and written communication skills.
  7. Good presentation and interpersonal relationship skills.
