Job description

Q4 is an independent market-leading supplier of innovative and unique visual display systems to the military and commercial flight simulation and training industry. With its headquarters located in Orlando, Florida, Q4 specializes in the manufacture, service and support of visual display systems to the simulation and training industry.โ€ฏ

Q4 is seeking an experienced Contracts Administrator to support bids and contracts efforts, administer contracts and ensure compliance with contractual, regulatory and company requirements.โ€ฏ The ideal candidate has prior experience with government contracts. Specific duties include:

RESPONSIBILITIES

  • Supports proposal efforts by reviewing commercial and Government RFPs, assisting with proposal development, and leading the subcontracting/procurement portion of proposals as the primary interface with vendors and teaming partners.
  • Assists in the development, negotiation and administration of prime contracts and subcontracts of various types, including Firm Fixed Price (FFP), Cost Plus, Time & Material (T&M), and IDIQ vehicles.
  • Reviews and negotiates Non-Disclosure Agreements (NDAs), Teaming Agreements (TAs), and subcontract terms and conditions to ensure compliance and protect company interests.
  • Prepares and issues subcontractor Requests for Proposals (RFPs), evaluates responses, and performs price/cost analysis.
  • Monitors contract performance to ensure compliance with scope, schedule, cost, and regulatory requirements.
  • Serves as an interface with contracting representatives, subcontractors, and teaming partners for assigned efforts.
  • Assists in advising leadership on contractual risks, issues, and mitigation strategies impacting program performance.
  • Recommends solutions to contractual concerns using regulatory knowledge and best practices.
  • Maintains current knowledge of FAR, DFARS, ITAR/EAR, and applicable government contracting practices.
  • Exercises independent judgment in handling non-routine assignments with moderate complexity.
  • Supports organizational goals and performs additional duties as assigned.

REQUIREMENTS

  • 3โ€“6 years of general contracts, subcontracts, pricing, government contracting experience required.
  • Bachelorโ€™s degree in Business Administrationor a related field (or equivalent experience).
  • Working knowledge of FAR, DFARS, and ITAR/EAR regulations.
  • Experience administering and negotiating contracts/subcontracts across multiple contract types (Fixed Price, Cost Reimbursement, T&M).
  • Experience preparing, evaluating, and negotiating proposals, pricing, and contract terms.
  • Understanding of procurement, contract law, finance, and accounting principles.
  • Detail-oriented with strong organizational skills.
  • Strong analytical, problem-solving, and decision-making skills.
  • Proficiency in Microsoft Excel, Word, PowerPoint, SharePoint and Teams.
  • Excellent written and verbal communication skills.
  • Candidates must be eligible to serve as an ITAR Empowered Official and qualify as a โ€œU.S. personโ€ as defined by 22 CFR ยง120.62. The selected candidate must be able to comply with all applicable export control regulations and obtain and maintain access to required systems, including DECCS and PIEE/WAWF, as needed to perform job responsibilities.
