Reporting directly to the Director of Contract Management, youโ€™ll be responsible for negotiating, monitoring, and maintaining compliance with the administrative and programmatic requirements of assigned contracted providers (Subcontractors), invoice verification, technical support and training, fostering positive working relationships with assigned Subcontractors, collaborating with other departments to facilitate shared goal achievement and Subcontractor contract compliance, and promoting the agencyโ€™s mission and vision. Position serves as agencyโ€™s Subcontractor Affairs Ombudsman as first point of contact for questions, concerns, and disputes.

Required Education/Experience
  • Bachelorโ€™s degree in a related field (masterโ€™s degree preferred). In lieu of degree, five (5) or more years of relevant experience may suffice.
  • Minimum of one (1) year of experience managing contracts, or a combination of education and experience.
  • Experience working in nonโ€‘profit behavioral health environment a plus.
Essential Job Functions
  • Contract Management โ€“ Facilitate all tasks related to contract management to include procurement, negotiation, management, amendment, and closeโ€‘out of assigned subcontracts.
  • Utilization/Invoice Management โ€“ Monitor/track spending utilization by Subcontractors, including ongoing written communication with Subcontractor on under or overutilization and requests for spending projections when Subcontractors fall significantly above or below expected spending patterns.
  • Contract Compliance and Performance โ€“ Ensure contract deliverables are achieved according to contractual requirements. Track required reports and corrective action plans (CAP).
  • Subcontractor Relations โ€“ Prepare for Subcontractor meetings. Provide technical assistance and education to Subcontractors as needed. Develop and deliver Subcontractor training.
  • Contract Monitoring โ€“ Conduct Subcontractor monitoring per company policy. Assist monitoring team during onsite and/or desk review monitoring of Subcontractors, prepare monitoring tools, review service validation CAPs, and follow up on CAPs.
  • Emergency Preparedness โ€“ Perform assigned duties, which may include deployment during a disaster. Monitor hurricanes during hurricane season and ensure Subcontractors have activated their Emergency Preparedness Plans (EPP) when applicable.

Required Knowledge, Skills & Abilities
  • Exceptional skills in contract/subcontract procurement, negotiations, and management

  • Strong critical thinking skills; independently and effectively analyze, interpret, evaluate, problemโ€‘solve, draw conclusions, and make decisions
  • Strong knowledge of Microsoft Office suite, specifically Excel
  • Exceptional interpersonal skills; strong oral communication and business writing skills
  • Excellent attention to detail and organizational skills
  • Inโ€‘depth understanding of funder and Subcontractor services, data, and billing processes
  • Advanced ability to manage multiple tasks and prioritize to meet deadlines
  • Maintain current knowledge of applicable laws, rules, regulations, or policies, including F.A.C. 65E-14
  • Ability to represent CFC well at funder, Subcontractor, and community venues; ability to travel as position requires
