Job description

Overview
Apogee has an exciting new opportunity for a Policy Analyst (FCP) to support Headquarters United States Air Force (HAF/A10). In this role, you will provide comprehensive support to the Foreign Clearance Program (FCP) across a full range of policy, operational, and technical activities.
The HAF/A10 contract delivers technical, analytical, operational, programmatic, and planning subject-matter expertise to HAF/A10 and its component divisions to advance national security strategic plans, policies, concepts, and initiatives.
This is a full-time, on-site position located at the Pentagon in Arlington, VA.

Responsibilities
  • Policy, Procedure, & Analysis. Develop and refine operational concepts for aircraft and personnel clearances, including DoW Passport policy. Provide recommendations and draft language for updates to overseas travel regulations based on new guidance. Analyze global access and overflight issues, delivering proposed recommendations to maximize airspace access. Research and analyze international sovereignty policies (e.g., Freedom of Navigation, Incidents at Sea) and technical details (e.g., Flight Information Regions), delivering findings and recommended courses of action.
  • Foreign Clearance Guide (FCG) Management. Maintain and update the unclassified and classified FCG websites, which serve as the single point of reference for DoW international procedures. Edit and confirm all content changes (approx. 12,000 per year) to ensure compliance with international law and U.S. policy. Maintain an electronic archive of all past FCG versions.
  • Aircraft & Personnel Automated Clearance System (APACS) Support: Provide/oversee on-site policy, administrative, and helpdesk support for the NIPRNET and SIPRNET APACS portals.
  • Training & Outreach. Develop, maintain, and deliver all FCP training products. Conduct training as needed for U.S. Embassy Attachés, passport agents, and other personnel. Sustain an outreach program to ensure FCP issues are widely understood throughout the DoW.
  • Prime Nuclear Airlift Force (PNAF) Support. Perform technical analysis and support the promulgation of diplomatic clearance requirements for PNAF aircraft as contained in the FCG and the classified Special Weapons Overflight Guide (SWOG) supplement.

Qualifications
Minimum Experience:
Citizenship: Must be a US citizen
Clearance: Must have an active Top Secret security clearance with SCI eligibility and be able to maintain it
Education: Bachelor's degree
Years of Experience: Ten (10) years of experience in the respective technical/professional discipline; to include five (5) years of DoD experience
Additional Experience:
  • Experience evaluating and interpreting DoD FCG information
  • Knowledge of Air Staff, JS, and OSD organization
  • Knowledge of APACS (NIPR & SIPR) Management
  • Knowledge of FCG Management.

Preferred Qualifications:
Clearance: TS/SCI
Education: Master's degree
Years of Experience: Eight (8) years of experience in the respective technical/professional discipline; to include five (5) years of DoD experience
Additional Experience:
  • Experience determining entry requirements for foreign countries
  • Knowledge of international sovereignty issues
  • Knowledge of AF foreign military and operating rights
  • Knowledge of international civil aviation issues
  • Knowledge of USAF special weapons overflight issues
  • Knowledge of AF freedom of navigation issues
  • Experience in planning, directing, and managing complex projects
