Position Summary

Trideum Corporation is seeking a Contract Finance Manager for our White Sands contract. The Contract Finance Manager is the lead financial management professional for the White Sands Missile Range Test Engineering and Analysis Services (TEAS) contract. This role plans, executes, and oversees all contract financial activities to ensure that Work Assignment Orders (WAOs) and Work-Breakdown Structures (WBSs) are properly estimated, recorded, tracked, reconciled, and reported in accordance with TEAS PWS, Major Range and Test Facility Base (MRTFB), and Department of War (DoW) financial requirements.

The position reports to the Program Manager and Deputy Program Manager and works closely with the COR, Resource Management Directorate (RMD), Technical Inspectors, and internal project leads.

Key Responsibilities

  • Lead contract-level financial planning, budgeting, execution, and cost control for a Cost-Plus Fixed Fee (CPFF) TEAS contract, supporting the reimbursable MRTFB mission.
  • Develop and maintain WAO and WBS budgets; monitor labor, ODC, travel, and commitments to ensure costs remain within Government-funded obligations.
  • Operate and improve the Contractors automated, web-based Project Cost Management System (PCMS), aligning it with Government systems (GFEBS, ADSS, PMM, CIMS) and ensuring auditable, real-time cost visibility.
  • Produce and deliver required management reports (e.g., weekly cost estimate request metrics, monthly ADSS vs. PMM estimate vs. actual cost and labor reports, weekly mission cost vs. estimate, monthly variance summaries).
  • Prepare and submit accurate, timely invoices and financial vouchers; provide daily electronic cost data files in Government-specified format (WBS, ACRN, funding, costs, balances, percent spent).
  • Maintain separate accounting for reimbursable customer-funded versus institutionally funded efforts, consistent with MRTFB and DoW Financial Management Regulations/guidance.
  • Serve as primary financial liaison with the COR, RMD, Government Budget Office, and Technical Inspectors; explain variances, resolve anomalies, and recommend corrective actions.
  • Maintain complete, auditable financial records and support Government inspections and audits.

Required Qualifications

  • Bachelors degree in Business, Finance, Accounting, or related field.
  • Familiarity with the ATEC and GFEBS cost file process.
  • Familiarity with Deltek Costpoint system.
  • Demonstrated experience in government contract financial management (preferably CPFF or other cost-type contracts).
  • Experience with project cost tracking against task orders/CLINs/SubCLINs, WBS, and similar cost coding structures; familiarity with reimbursable vs. institutional funding environments.
  • Advanced proficiency in Microsoft Excel and strong skills in Microsoft Office Suite; experience with project/financial tools (e.g., MS Project, cost databases, SharePoint).
  • Ability to work with or interface to Government financial and project systems (e.g., GFEBS, ADSS, PMM) and support automated financial reporting/PCMS operations.
  • Strong analytical, problem-solving, and communication skills; proven ability to brief senior leadership and collaborate with Government stakeholders.

  • U.S. citizenship.
  • Active DoW Secret (or higher) clearance, or the ability to obtain and maintain the required clearance in accordance with contract requirements
