Job Description

The employee will provide the cost analysis, advise on the source selection, formulate negotiation strategies, and all relevant phases of contract administration in accordance with the Federal Acquisition Regulations (FAR). The employee will participate in the coordinaiton of the acquisition strategy. This will include a multiphase approach and the exit criteria for each of those phases. The employee will also support all pre-award activities as outlined by the FAR and other relevant regulations and laws. 

The Contract Specialist will perform the following tasks on behalf of the contract function of a large federal agency that uses external vendors to perform a wide array of services.

Pre-Award Support Tasks:

  • Provide support for all pre-award activities as required
  • Oversee the integration of program planning and acquisition planning
  • Conduct compliance review with our client and federal rules and regulations
  • Evaluate the coordination activities surrounding the formulation of the acquisition package
  • Assist in developing independent government cost estimates
  • Assist in developing PWS/SOW/SOO documents
  • Assist in developing and updating contract milestone plans
  • Recommending acquisition strategy
  • Assist in preparing justifications for other than full and open competition
  • Issuing solicitations via all mediums required
  • Assist in reviewing proposals/quotes for accuracy and consistency
  • Assist in the technical evaluation of proposals/quotes
  • Assist in performing price/cost analysis
  • Print and complete various documents associated with contract award
Qualifications

Have a demonstrated knowledge of Federal Government contract evaluations, practices, tools and protocols

Have at least 5 years of experience supporting contract activities for the federal government

Have strong oral and written communication skills (English) and demonstrate knowledge of proper grammar, spelling, capitalization, punctuation, and terminology commonly used in business office environments to prepare contract materials (pre, during and post)

Be fully competent in using federal government contract technology applications (pre, during and post award)

Have strong analytical skills

Have a strong customer service mindset

Be able to make independent judgments and recommendations with confidence

Be capable of proficiently operating copiers, facsimile machines, word processors, microcomputer, printer, modems, and/or computer terminal using a standard typewriter style keyboard with additional function keys to produce work accurately and efficiently

Master's degree preferred.  Bachelors degree required from a nationally accredited institution or 7+ years experience as a Contract SME.
