Nisga’a CIOPS delivers cleared professionals to support civilian and DoD customers worldwide across intelligence support, cyber/defensive cyber operations, IT O&M, infrastructure modernization, training, and logistics.
Summary:
This position is responsible for managing the development, review, and maintenance of electrical and electronic engineering standards, guidelines, and design criteria used in the planning, design, construction, and operation of the Federal Bureau of Prisons correctional institutions.
The Electrical Engineer provides technical review and approval of electrical engineering standards and designs. The position requires an active Professional Engineer license and extensive experience in electrical systems, construction, facility design, and federal contracting.
Responsibilities
Essential Job Functions:
Electrical Systems Planning and Design
- Plan, coordinate, and review the engineering and design of electrical power, lighting, and electronic systems.
- Oversee the design of integrated facility systems, including:
- Fire alarm and life-safety systems
- Inmate duress systems
- Paging and communication systems
- Security and control center systems
- Emergency power and generator systems
- Coordinate and approve the design and layout of electrical distribution systems within project sites.
- Determine appropriate electrical system configurations, including dual-feed systems, substations, system capacity, and emergency-generation requirements.
- Serve as the technical expert responsible for resolving unusual, complex, or critical electrical engineering problems.
Design Review and Technical Approval
- Review electrical designs prepared by contracted architect-engineer firms for correctional facilities.
- Evaluate designs for:
- Completeness
- Technical accuracy
- Suitability
- Constructability
- Compliance with applicable codes and standards
- Conformance with accepted engineering practices
- Completeness
- Review architectural and engineering documents to ensure compliance with established electrical and electronic engineering guidelines, standards, and design criteria.
- Provide technical approval and interpretation of electrical engineering guidelines and standards.
Engineering Standards and Program Management
- Manage the development and maintenance of electrical and electronic engineering guidelines, standards, and design criteria.
- Develop program plans that define:
- Program goals and objectives
- Resource requirements
- Communication procedures
- Documentation requirements
- Identify and organize the activities and resources needed to implement the engineering standards program.
- Establish procedures for developing, reviewing, approving, and maintaining technical standards.
- Ensure program goals, responsibilities, and technical requirements are clearly defined and communicated.
- Maintain organized and complete records related to assigned engineering programs and projects.
Construction Oversight
- Participate in inspections of construction projects.
- Monitor construction activities for compliance with approved electrical and electronic engineering designs, standards, and specifications.
- Review field conditions and provide technical recommendations when construction issues arise.
Value Engineering and Cost Analysis
- Recommend design improvements that enhance system performance and reduce construction, operating, and life-cycle costs.
- Evaluate energy-management strategies such as:
o Peak-load reduction
o Thermal storage
o Emergency generation
o Energy-efficient electrical systems
Contracting and Procurement Support
- Assist with the procurement of architect-engineer and construction management services.
- Serve on evaluation boards and technical evaluation panels.
- Evaluate the technical qualifications of prospective architect-engineer and construction management firms.
- Provide technical advice and assistance during contract negotiations.
- Support the administration of architect-engineer contracts, construction contracts, and contract modifications.
- Assist with the resolution of contract disputes and claims.
- Provide technical expertise related to the procurement of utility service contracts.
Site Evaluation and Environmental Support
- Provide technical support for site evaluation and acquisition activities.
- Assist with environmental analyses and environmental impact studies.
- Evaluate the availability, capacity, reliability, and cost of electrical utility services for proposed facility sites.
- Provide recommendations regarding electrical infrastructure and utility requirements.
Policy and Operational Support
- Participate in the ongoing review of policies, procedures, and guidelines related to the design, construction, and operation of FBOP institutions.
- Develop analyses and recommendations concerning planning and operational issues encountered during the design and construction process.
- Review the technical and operational assumptions used in facility design and construction.
- Participate in post-activation surveys, inspections, and facility visits after institutions have been placed into operation.
- Evaluate completed facilities and recommend improvements for future projects.

- Extensive experience with construction methods, materials, installation techniques, and building systems.
- Knowledge of the design and construction of correctional institutions, detention facilities, or similarly complex institutional facilities.
- Ability to provide expert technical guidance and make independent engineering decisions.
- Ability to read and interpret:
- Construction drawings
- Architectural and engineering plans
- Technical specifications
- Project schedules
- Construction cost estimates
- Knowledge of applicable building codes, electrical codes, fire codes, and life-safety requirements.
- Knowledge of federal regulations, budgeting requirements, procurement procedures, and contracting practices.
- Familiarity with correctional facility operations and American Correctional Association standards.
- Ability to prepare technical drawings, specifications, analyses, reports, and recommendations.
- Strong written and verbal communication skills.
- Ability to organize and conduct meetings, conferences, technical discussions, and contract negotiations.
- Strong analytical, problem-solving, organizational, and decision-making skills.
- Ability to work collaboratively as part of a multidisciplinary team.
- Proficiency with computers and software used for:
