JOB TYPE: Unclassified* Current Classified employees must give up their designation to accept this position. POSITION DESCRIPTION: Responsible for assisting the Executive Counsel with all legal services rendered for the Military Department. Prepares and/or reviews the preparation of departmental contracts for legal sufficiency under state and federal law, under the direction and supervision of the Executive Counsel.
Assists with department litigation matters, directly or through monitoring of activities of contract attorneys. As legislative liaison, assists with the drafting of legislation beneficial to the department, monitors legislative activity, and represents the department at legislative hearings. Keeps department leadership apprised of the impact of pending legislation of the department.
Prepares end renders legal opinions and provides research services to the Military Department under the guidance and supervision of the Executive Counsel. Assists in the drafting of legal documents and department policies, rules and regulations. Perform other duties as assigned.
POSITION QUALIFICATIONS: Candidate must be a Licensed Louisiana Attorney. Experience In the State Guard, National Guard or Army/Air Force Judge Advocate General's Corps is preferred, but not required. Ideal candidate will have some experience In contract review and dealing with the State Ethics Code, Public bid Law and State Procurement code.
Excellent knowledge of Microsoft Office programs (Word, Excel, Power Point, Outlook, etc.). Must possess excellent communication skills both oral and written. Knowledge of LaGov system (HCM)
Skilled in preparing spreadsheets and maintaining internal databases. Experience working with structures/functions of the Louisiana Military Department and the Louisiana National Guard. GENERAL REQUIREMENTS: Must have a valid Driver's License, Social Security Card and Birth Certificate Must qualify to obtain a Department of Defense Common Access Card (CAC) Card.
Must be available to report to duty during emergency or disaster situations. Other periodic travel may be required. Must meet physical requirements to perform functions of the position.
Must attend/complete all Louisiana Military Department (LMD) annual training and other training required for the position. Must adhere to the Code of Ethics and foster a Sexual Harassment-Free Environment.
