Job description

Position Summary

The Civil Engineer – Project Manager is responsible for managing and delivering civil engineering projects from planning and design through permitting, construction, and project closeout. This position oversees project schedules, budgets, technical design, regulatory coordination, and client communication while leading internal engineering staff and coordinating with outside consultants. The Project Manager ensures that projects are delivered on time, within budget, and in compliance with applicable codes, standards, and client expectations.


Duties and Responsibilities

Project Management

  • Manage multiple civil engineering projects simultaneously from concept through construction.
  • Develop and maintain project schedules, budgets, and work plans.
  • Monitor project progress and adjust resources to ensure timely delivery.
  • Manage project scope, identify risks, and implement mitigation strategies.
  • Prepare and manage project contracts, proposals, and change orders.
  • Ensure projects remain within approved budgets and profitability targets.

Design and Technical Oversight

  • Provide technical oversight for civil engineering design including:
  • Site development
  • Stormwater management systems
  • Water distribution systems
  • Sanitary sewer systems
  • Roadway and parking design
  • Grading and drainage plans
  • Review engineering calculations, plans, and specifications for accuracy and compliance.
  • Ensure adherence to local, state, and federal regulations and engineering standards.

Client and Agency Coordination

  • Serve as the primary point of contact for clients.
  • Coordinate with municipalities, counties, and regulatory agencies for permitting and approvals.
  • Attend meetings with clients, planning boards, and public agencies.
  • Maintain strong relationships with clients, contractors, and consultants.

Construction Support

  • Provide engineering support during construction.
  • Review shop drawings, RFIs, and contractor submittals.
  • Perform site visits and assist with resolving construction issues.
  • Coordinate with contractors to ensure design intent is achieved.

Documentation and Reporting

  • Prepare engineering reports, proposals, and technical documentation.
  • Maintain accurate project records and documentation.
  • Provide regular project status updates to management and clients.

Qualifications

  • Bachelor’s degree in Civil Engineering from an accredited university required.

Licensure

  • Professional Engineer (PE) license or Engineering Intern required or ability to obtain within a specified timeframe.


Technical Skills

  • Proficiency in engineering design software such as:
  • AutoCAD
  • Civil 3D
  • Modeling software (ICPR, HydroCAD, WaterCAD, etc.)
  • Strong knowledge of civil engineering design principles.
  • Familiarity with local land development codes and permitting processes.
