Job description

Basic Function

HF Sinclair is seeking a Field Services Coordinator in El Dorado,KS who will be responsible to Coordinate, audit, and control the activities of assigned site contractors and any assigned projects. Monitor and enforce contractor compliance to all refinery safety and environmental regulations. Provide daily supervision and monitoring of assigned contractors working in the refinery and ensure that activities are performed in a safe, environmentally sound, productive, and professional manner in accordance with company policies and procedures.

Job Duties
  • Role is intended to oversee contractors performing pipefitter, boilermaker, and leak mitigation activities, with potential to periodically or permanently oversee scaffold, insulation, and paint; leads the execution of the site LDAR program, collaborating with Operations and Environmental to ensure compliance with company and regulatory standards
  • Act as planning and execution lead for assigned outages, both planned and unplanned, collaborating with a cross-functional team to ensure outage success with safety, environmental, schedule, and cost
  • Oversees contractor activities, ensures contractors are completing projects on schedule; controls spending on projects, including making material requisitions, writing purchase requisitions, submitting change orders, reviewing timesheets, tracking expenditures based on priorities provided by management; develops plans in SAP for contractor personnel to execute
  • Solicits input from other department representatives, planners and engineers, area business team, maintenance, inspection and engineering within the daily and weekly maintenance schedules to develop contract and project work plans and ensure contractors execute the plan safely, effectively and productively
  • Resolves any field problems which prevent contractors from completing work on time and on budget.
  • Ensure that the contractors comply with all contract responsibilities, including scope deliverables, specification and code compliances, quality control and assurance, training, testing, documentation, as built, clean up and punch list completion
  • Performs safety audits and ensure contractors meet all safety and OEMS requirements
  • Participates in all necessary PSM activities such as MOCs and HAZOPs
  • Leads and follows all HES action items as assigned
  • Participates in necessary contractor negotiations ensuring all contractor refinery work performance aspects are identified
  • Executes contracts/SPO's meeting all contract management requirements and guidelines
  • Provides management with regular updates regarding contractor activities and communicates progress and problems in a timely manner

Special assignments or tasks assigned to the employee by their supervisor, as determined from time to time in their sole and complete discretion.

Experience

A minimum of five years in refinery or in petrochemical industry.

Preferred Experience

 Materials management, project controls or sufficient experience in the Petrochemical and/or Refinery Industry providing necessary technical base to perform job description is required.

Education Level
A minimum of a High School Diploma or equivalent is required.
 
Preferred Educational Level
 

A Bachelor's degree and previous supervisory experience is preferred, but can be substituted for equivalent on-the-job experience

Required Skills
Good negotiation, written and oral communication skills, and computer skills (including but not limited to: Excel, Power Point, Word, Auto Cad, and Microsoft Office). Working knowledge of refinery operations. Maintenance craft and building trades jurisdiction (i.e. pipefitting, boiler making, electrician) knowledge. Ability to multi-task. Ability to effectively communicate with others, both written and verbal communication. Intermediate reading and writing skills, with the ability to perform intermediate mathematical calculations.
Supervisory/Managerial Responsibility
Supervise up to 40 contractors on project by project basis.
Work Conditions
Office based with up to 5% travel by land and air required. Petroleum refinery, warehouse/plant environment, and out-of-doors environment including but not limited to chemicals, pressure vessels, tanks, rotating equipment, and working in confined spaces. Required to respond to plant related emergencies and be available after hours during critical business situations and perform on-call duties. Subject to all temperatures, weather and varying road conditions.
