Planner/Estimator

Location: Colorado Springs, CO (United States Air Force Academy)

Type: Non-Exempt

Work Schedule: Full Time, Day Shift. On-call work may also be required based on operational needs.

Compensation: $41.00/hourly

Tessera is hiring a Planner Estimator to support Base Maintenance Contract (BMC) operations at the United States Air Force Academy (USAFA). This role is responsible for preparing specifications, drawings, and cost estimates, analyzing blueprints, and managing projects from award to closeout. The Planner Estimator will utilize CMMS tools such as Maximo, coordinate with engineers and contractors, and ensure accurate cost tracking and documentation. Success in this role requires strong attention to detail, effective communication, and a commitment to delivering high-quality support in a mission-critical environment.

Typical duties include but are not limited to:

  • Prepare estimates for use in selecting vendors or subcontractors.
  • Coordinate and confer with engineers, architects,shop personnel,government contractingofficerrepresentatives (CORs),customers,contractorsand subcontractors onscopes of work to includescopechanges and adjustmentstocost estimates.
  • Analyze blueprints and other documentation to prepare time, cost,materialsand labor estimates.
  • Consultclientsandvendors to discuss andvalidateestimates and resolve issues.
  • Prepareschedulingestimates used by management for purposes such as planning,organizingand scheduling work.
  • Manage projects as assigned andutilizethe Maximo Computerized Maintenance Management Systemalong withadopted worktracking system.
  • Prepare cost and expenditure statements and other necessary documentation at regular intervals for the duration of the project.
  • Assess cost effectiveness of products,projectsor services, and track actual costsrelativeto bids as the project develops.
  • Review material and labor requirements to decide whether it is more cost-effective to produce orpurchasecomponents.
  • Regularlykeep in contactwith performing contractors,assistin coordination of subcontractor workscheduleandrequiredpermits,visit project sites to check progress against approved plans, specifications, and building codes (structural, electrical, plumbing, HVAC, etc.).
  • Maintain detailed daily logs, take photos, record site conditions, and prepare reports on findings, violations, and recommendations.
  • Issue violation notices or stop-work orders for non-compliant work and ensure adherence to safety regulations (OSHA, etc.).
  • Managecontractby requestor(CBR)projects, andverify if all requirements are met and completedperthe statementof work.
  • Complete all contract closeout documentation, including forms 1354 andworkcapitalization.
  • Prepareinformation, drawings, plans,specificationsand statements of workto complete constructionandrepair projects via in-house or outside sourcesas directed.

Qualifications:

  • 5-8 years of experience in project planning, estimating, or facilities management.
  • Bachelor's degree in Engineering, Construction Management, or related field (or equivalent combination of education and experience).
  • Familiarity with USAFA facility operations and Base Maintenance Contract (BMC) procedures is a plus
  • Strong analytical and math skills for cost estimation and budgeting.
  • Proficiency in reading and interpreting blueprints and technical documents.
  • Experience with CMMS systems (Maximo preferred).
  • Excellent communication and coordination skills.
  • Proficiency in Microsoft Office (Excel, Word, Outlook
  • Advanced training or certifications in project management or cost estimation.

  • Must have the perseverance to work effectively under pressure for extended periods of time.
