Overview

CHENEGA BASE LOGISTICS SERVICES, LLC

Whitehall, OH

The Contract Maintenance Manager will assist the 88th Readiness Division (RD) with the execution and implementation of a multi-faceted, comprehensive engineering base operations and sustainment preventative and corrective maintenance program to ensure the buildings and grounds are properly monitored and maintained to meet the functional, appearance, safety, security, and environmental standards.

Responsibilities
  • Facility inspections and checklists
  • Monitor physical and functional condition of building systems.
  • Planning, coordination, and quality assurance requirements and specifications for service contract support of facility repairs
  • Prepare, review, and submit energy efficiency and sustainable practices/recommendations.
  • Promote energy conservation and awareness.
  • Develop and implement quality assurance program.
  • Provide quality assurance inspection and oversight for maintenance and repair and document as required.
  • Review and refine tasks and requirements list and order of cost magnitude for Sustainment, Revitalization, and Maintenance (SRM) projects received from field personnel.
  • Perform site visits to facilities as necessary to gather information for SRM requirements.
  • Monitor and inspect life safety, physical security, and fire prevention requirements and address deficiencies as required.
  • Review and update databases, computer programs, and physical inventories as required to maintain information current.
  • Respond to all information requests.
  • Attend Project Review Boards, as requested.
  • Documentation, Checklists, and Reports
  • Responsible for the oversight and supervision of field maintenance technicians and subcontractors in the execution of the preventative and corrective maintenance program.
  • Assist the Project Manager to recruit, qualify, manage, and retain personnel for routine staffing, temporary increases in workload, new mission support, reorganization support, limited duration need, start-up/shut-down needs, and workforce fluctuations. 
  • Qualify personnel with a thorough verification and validation process to ensure personnel meet contractual minimum qualification requirements.
  • Develop and maintain proactive working relationships with 88th RD Engineering Support team members, vendors, management, and other departments.
  • Monitor program labor hour execution against contractual performance criteria then analyze, recommend, and report findings to the Project Manager on a regular basis.   
  • Review field maintenance team member's timecards on a daily basis and approve at the end of each pay period.
  • Review all travel authorizations to ensure accuracy and compliance with contract requirements.  Maintain record of travel authorization costs and compare to travel/ODC budget prior to approval.
  • Review reports from all field maintenance personnel and use them to compile a Monthly Progress Report to include, at a minimum, corrective maintenance funding status, summaries of preventative maintenance and unscheduled work received and completed (work orders/service orders), contractor quality control statistics, a summary of safety incidents and safety training, an equipment downtime summary, customer satisfaction statistics and any other contractor comments regarding operational improvements/betterments, work delays, or other issues affecting contractor performance and submit to Project Manager.
  • Other duties as assigned
Qualifications
  • Minimum two (2) years of experience in business occupancy facilities operations and maintenance
  • Minimum five (5) years of experience servicing and/or renovating commercial buildings, including the supervision of a diversified workforce responsible for operations, maintenance, and repair of commercial building infrastructure systems.
  • Possess and maintain valid driver's license.

Knowledge, Skills and Abilities

  • Ability to use a personal computer and internet service, word processing, Microsoft Word, Microsoft Excel, Outlook, and PowerPoint
  • Ability to obtain favorable National Agency Check with Inquiry (NACI), in accordance with AR 380-67
  • Familiar with the various codes and standards applicable to operations and maintenance tasks, and installed equipment systems such as, NFPA, EPA, and OSHA
  • Ability to read, write, speak, and understand English.
  • Ability to lift and/or move up to 50 pounds.
