JOB DESCRIPTION
POSITION: CLINICAL DIRECTOR
CLASSIFICATION CODE: EXEMPT FULL TIME
DEPARTMENT: MANGEMENT
REPORTS TO: CHIEF CLINICAL OFFICER
STATEMENT OF JOB: The Clinical Director is responsible for overseeing the clinical department, including procedures, hiring, supervision, evaluation, scheduling, training, and adherence to Arizona Health Care Cost Containment System (AHCCCS)/Tribal Regional Behavioral Health Authority (TRBHA) Intergovernmental Agreement (IGA) and Indian Health Services (IHS) Scope of Work (SOW). Is responsible to provide and/or coordinate training as required by AHCCCS and/or credentialing and or licensing requirements of ABHS, the TRBHA and IHS. Collaborates with the Chief Clinical Officer and the Quality Management Administrator to evaluate, and as needed, develop strategies to improve, the clinical services of Apache Behavioral Health Services (ABHS) and other Tribal Mental Health Services. Assures the operation, supervision, integrity, administration, and quality of clinical services rendered at ABHS are satisfactory.
DUTIES AND RESPONSIBILITIES:
  • Must adhere to Arizona Health Care Cost Containment System (AHCCCS) Intergovernmental Agreement (IGA) under the State of Arizona by administering the Medicaid and Behavioral Health System in the State of Arizona.
  • Familiar with Tribal Regional Behavioral Health Authority (TRBHA) under the Intergovernmental Agreement with AHCCCS on scope of work, care coordination, and all areas outline in the agreement.
  • Follows the scope of work under Indian Health Services (IHS) in Annual Funding Agreement (AFA) for the Mental Health Program (MHP) and the Adolescent and Family Services Program (AFS) for services as authorized by the White Mountain Apache Tribe.
  • Must comply with all federal and state regulations as they pertain to contract agreements and contributes to the completion and timely submission of all required reports.
  • Collaborates with the Chief Clinical Officer in the design, implementation and evaluation of all clinical standards, policies, and procedures, assures reporting is accurate and on time, and assures accountability of clinical practices and sustainability of clinical programs.
  • In collaboration with the Chief Clinical Officer and the Quality Management Administrator, establish and maintain systems of accountability for all providers to include productivity benchmarks, performance measures and controls for clinical quality assurance.
  • Oversees the recruitment, hiring, supervision, evaluation, scheduling, promotion, corrective action, performance improvement within clinical programs. Conducts outreach and maintains working relationships with graduate schools.
  • Provides oversite to all collaborative services models, including Adult Recovery Team and Child and Family Team meetings utilized as part of the wrap-around services provided to children, adolescents, adults, and families.
  • Collaborates with the Chief Clinical Officer and the Chief Financial Officer to assure budget preparation and monitoring of expenses for clinical services and special projects, is adequate to provide quality services in compliance with regulatory bodies.
  • Is responsible to assure all clinical standards, policies and procedures are adhered to, and reporting is accurate and on time, assures accountability of clinical practices.
  • Reports regularly to the Chief Clinical Officer as requested and/or as needed to report on clinical program operations including a written report as necessary.
  • Provides adequate supervision and training as required by State of Arizona Licensing and AHCCCS Credentialing regulations.
  • Facilitates weekly Clinical Multidisciplinary staff meetings, to review clinical needs of clients to assure continuity of care and an all-inclusive service delivery to promote recovery and independence in a client centered treatment modality.
  • Collaborates with other members of the ABHS management team and community stakeholders to assure successful communication and coordination between all ABHS programs; participate in strategic planning and multidisciplinary meetings.
  • Ability to maintain client records in accordance with HIPAA, AHCCCS, ABHS, Federal, State, Tribal, and local requirements.
  • Maintain ethical policies and guidelines as outlined in accepted State ethics laws, rules, policies, and principles and as outlined in discipline-specific code of ethics.
  • Participation in all required ABHS training.
  • Provides positive role model to staff, clients and community partners through leadership, self-discipline, integrity and genuine care for recovery and growth.
  • Reports/attends work in timely manner. Must be reliable and communicate directly with supervisor in all matters of attendance.

KNOWLEDGE, SKILLS AND ABILITIES:

MINIMUM QUALIFICATIONS:
  • Possession of a master's degree or greater in a counseling/marriage and family therapy/social work or any mental health field from a regionally accredited graduate program. Must have and maintain valid license to practice as a professional mental health provider or be license-eligible in any state in the United States and apply for and obtain an Arizona license within one year of service. At least three years of Clinical Supervisory experience.
  • Must have behavioral health clinical and administrative supervisory experience of professional and paraprofessional staff.
  • Must have knowledge and experience in financial operations; budgeting, monitoring, reporting and acquisition of additional funding.
  • Must have knowledge and experience working in a Tribal agency; with basic skills and knowledge of the intricacies in managing a Tribal based behavioral health system.
  • Must have knowledge in negotiating in AZ statewide initiatives and funding opportunities. Ability to travel to mandatory meetings statewide.
  • Knowledge of and ability to collaborate with other Tribal entities within the State of Arizona to advocate for and secure equal and adequate behavioral health funding and training for the staff and the community served by WMATRBHA and ABHS.
  • Basic knowledge of state and federal systems, and Federal and State regulatory agencies.
  • MS Office proficiency and familiarity with Adobe software and social media platforms.
  • Must have a valid driver's license and reliable transportation.
  • Ability to pass all pre-employment testing, including, but not limited to, fingerprint clearance and background check.
