Manager, U.S. Business Continuity Management

Purpose

This role contributes to the overall success of the Office of the Chief Operating Officer in the United States and the U.S. Operations of the Bank of Nova Scotia. Primarily supporting U.S. Business Continuity Management (BCM) and the U.S. Operational Resilience program as needed, this employee takes direction from the Senior Manager of Business Continuity Management to respond to our enterprise Business Continuity Management Unit (BCMU) requests/mandates. This role will work with Senior Management and Business Continuity Planners across all U.S. businesses/functions to ensure they are meeting established deadlines and are submitting required updates for BCM deliverables. This employee will collate BCM matters that pertain to the U.S. for consolidated oversight.

Primary Responsibilities
  • Champions a customer focused culture to deepen client relationships and leverage broader Bank relationships, systems, and knowledge.
  • Ensure BC Plan Owners meet all annual deliverables (10+) and maintain the integrity of their BCPs.
  • Develop workarounds for critical processes, application and vendors across all U.S. BCPs.
Facilitate Testing
  • Help coordinate the U.S. semi‑annual bank‑wide notification exercises.
  • Help coordinate the annual testing of the alternate site (100+ seat subscribers).
Incident and Crisis Management
  • Supports our U.S. Crisis and Local Incident Management efforts by monitoring and tracking incidents and assessing business impact for escalation and remediation.
  • Collaborate with the U.S. and GBM stakeholders to manage the bank's response to incidents; proactively understand and drive an Operational Resilience lens within specific events.
Produce Timely Reporting
  • Produces monthly U.S. Business Continuity KPI/KRI metrics reporting for management oversight.
  • Prepare decks for the quarterly meetings with all BC Plan Owners and Approvers and U.S. LIMT; document and distribute minutes post meetings.
Adherence to Compliance Requirements
  • Ensure adherence to the U.S. Compliance Library and industry regulations.
  • Keep policies and procedures up to date with evolving internal and external guidelines while addressing the unique resumption requirements for each local business unit.
  • Help collate and prepare documents for submission to:
    • Regulatory bodies as required (e.g., multiple ROCA examinations)
    • Annual Audit of US BCM
    • Maintain Risk and Control Self‑Assessment (RCSA) and support biennial review by second line.
Other Responsibilities
  • Oversees the Business Continuity Plan Database (Fusion) to ensure that U.S. Business Continuity Plans are compliant and serve as the U.S. liaison to support the full launch of Fusion for the Operational Resilience program.
  • System Administrator for the automated notification (Everbridge) tool utilized to contact U.S. employees in the event of an emergency and help facilitate training to new stakeholders across our U.S. offices.
  • Maintain the upkeep and serve as subject matter expert and point of contact for business continuity related tools (e.g., Fusion/Everbridge/BCM Dashboard/Alternate Site Testing Portal).
  • Work closely with GBM Operational Resilience as well as Enterprise to ensure consistency in strategy and approach.
  • Support the overall control environment within U.S. Business Continuity Management; ensure timely and adequate closure relating to regulatory findings, audits, and/or first line testing; proactively identify areas for improvement, taking initiative to remediate.
  • Understand how the Bank’s risk appetite and risk culture should be considered in day‑to‑day activities and decisions.
  • Champion a high‑performance environment and implements a people strategy that attracts, retains, develops and motivates their team members by fostering an inclusive work environment, communicating vision/values/business strategy and managing succession and development planning for the team.
  • Serve as subject matter expert for BCM during both the bi‑weekly calls with Third‑Party Risk Management and the New Initiatives Risk Assessment (NIRA) process.
  • Thrives in a fast‑paced environment with significant exposure to senior management across the Bank.
  • Facilitates the implementation of the vision and strategy for BCM as agreed with the Senior Manager.
  • Participates in industry conferences/trainings (e.g., SIFMA) to keep up to date with regulations and skillsets.
Qualifications
  • Ability to develop senior level presentations in PowerPoint and leverage MS Excel to perform data analytics and develop reports that will provide insights to senior leaders.
  • Experience in supporting a large, complex program, engaging with stakeholders across lines of defense and regions.
  • Ability to identify, articulate, and mitigate key risks within the program as well as the Operational Resilience framework more broadly.
  • Understanding of principles and best practices in business continuity, disaster recovery and Operational Resilience.
  • Ability to develop senior level presentations in PowerPoint and leverage MS Excel to perform data analytics and develop reports that will provide insights to senior leaders.

Education / Experience / Other Information
  • Knowledge of the Business Continuity Management function is required.
  • Strong communication and analytical skills (both written and verbal).
  • Undergraduate degree in Business, Finance, or comparable.
  • 3‑5 years of experience in a related risk/control function (ideally in Business Continuity Management but open to individuals who are quick learners and have a risk/control mindset).
Working Conditions
  • Work in a standard office‑based environment.
  • Hybrid work arrangement possible; however, several days in‑office per week are required.
  • Non‑standard business hours are a common occurrence, particularly during peak times.
