Overview

The Sr. Human Resources Generalist for TDS is responsible for supporting the employee lifecycle for a dynamic contingent workforce that includes employees working on short-term assignments or projects across multiple states in the US. This role focuses heavily on hiring coordination, visa/immigration processing, onboarding, offboarding, reporting and employee relations. The HR Generalist has a deep understanding of employment law and immigration regulations ensuring compliance with federal, state, and visa regulations while delivering a smooth and efficient experience for employees joining and leaving the organization.

The ideal candidate is highly organized, detail-oriented, and experienced in managing HR processes, procedures and laws for temporary or project-based workforces across multiple states. This position would handle hiring coordination with project managers for project based/contingent workforce, onboarding, visa processing, payroll coordination with accounting/payroll, benefits administration, workers' compensation, OSHA and safety documentation, employee relations, terminations and layoffs when projects end with multi-state compliance. This candidate would also be responsible for the ongoing reporting/filing regulations and updating of the company employee handbook.

Key Responsibilities:

Hiring Coordination & Workforce Administration

  • Partner with recruiters and hiring managers to coordinate hiring for contingent and short-term project roles.
  • Manage hiring logistics including offer documentation, background checks, and employment paperwork.
  • Coordinate hiring processes for employees working across multiple states.
  • Ensure all required employment documentation is completed accurately and in a timely manner.
  • Maintain hiring records and employee data within the HRIS (ADP Workforce Now).

Visa & Immigration Coordination

  • Coordinate visa processing for international employees.
  • Work with immigration attorneys and external vendors to manage filings and documentation.
  • Track visa status, expiration dates, and compliance requirements.
  • Ensure immigration documentation is maintained accurately and confidentially.

Onboarding

  • Facilitate onboarding for new hires and project employees.
  • Ensure completion of all employment documentation including I-9 verification and tax forms.
  • Coordinate equipment, access credentials, and orientation logistics.
  • Communicate assignment expectations, timelines, and company policies.

Offboarding & Terminations

  • Manage high-volume offboarding for employees completing short assignments.
  • Coordinate termination processes, including documentation and final pay requirements by state.
  • Conduct exit interviews when applicable.
  • Ensure timely revocation of system access and return of company property.

Multi-State Compliance

  • Maintain knowledge of employment laws/regulations across multiple states.
  • Ensure hiring, payroll, and termination processes comply with state-specific labor laws.
  • Partner with payroll and legal teams to ensure compliance with wage, tax, and employment requirements.

HR Operations & Employee Support

  • Serve as a point of contact for employees and contractors regarding HR policies and procedures.
  • Maintain accurate employee records in HRIS systems.
  • Track assignment timelines and upcoming contract completions.
  • Generate HR reports related to hiring activity, visa tracking, and workforce metrics.
  • Support HR initiatives that improve workforce efficiency and compliance.
  • Updating and maintaining the company employee handbook.

Required Qualifications:

  • Bachelor's degree in Human Resources, Business Administration, or related field.
  • 5-8 years of HR experience.
  • Experience supporting contract, contingent or project-based workforces.
  • Familiarity with multi-state employment practices and employment laws.
  • Experience managing onboarding and offboarding processes.
Preferred Qualifications:
  • Experience with visa or immigration processes (H-1B, OPT, etc.).
  • Experience in industries with project-based staffing (consulting, technology, construction, etc.).
  • HR certification such as SHRM-CP or PHR.
