Job description

Position Summary
Vision IT is seeking an experienced and mission-focused Regional Program Manager (RPM) to lead program operations throughout the California Region, with primary responsibility for supporting Los Angeles Air Force Base (LAAFB) and other assigned federal contracts.
The RPM serves as the senior regional leader responsible for the execution, performance, and operational oversight of all assigned contracts. This position is accountable for the overall delivery of services under the contract and serves as the authorized Point of Contact (POC) with the Government Contracting Officer's Representative (COR) in accordance with PWS Paragraph 2.1.
The RPM provides strategic leadership and direct operational oversight to ensure disciplined execution and consistent, high-quality delivery of IT support services across all supported locations. This role drives excellence in technical operations, workforce management, customer engagement, compliance, cybersecurity, and financial performance while ensuring alignment with Government mission objectives and contractual requirements.
The successful candidate will demonstrate exceptional leadership, operational expertise, and customer relationship management skills while fostering Vision IT's core values of People First, Compassion, and Servant Leadership.
Key Responsibilities
Program & Contract Management
  • Serve as the authorized Program Manager and primary point of contact for the Government COR for all matters related to contract performance.
  • Responsible for the overall delivery of services under the contract, ensuring all requirements are met in accordance with the Performance Work Statement (PWS), Service Level Agreements (SLAs), and Government expectations.
  • Provide full lifecycle management of assigned contracts, including transition, startup, steady-state operations, contract modifications, and closeout activities.
  • Direct and oversee all operational activities supporting:
    • IT Field Services
    • Systems Administration
    • Network Operations
    • Cybersecurity Operations
    • Asset and Lifecycle Management
  • Develop, monitor, and report program performance metrics utilizing Enterprise IT Service Management (EITSM) tools and performance dashboards.
  • Ensure successful execution of all contractual obligations, deliverables, reporting requirements, and service objectives.
Strategic Leadership & Operational Excellence
  • Lead and manage geographically dispersed teams supporting multiple contract locations throughout California.
  • Establish operational priorities and strategic initiatives aligned with customer mission requirements.
  • Drive continuous improvement efforts through process optimization, automation, and operational efficiencies.
  • Implement proactive support models, preventative maintenance strategies, and service improvement initiatives.
  • Develop and maintain operational dashboards, performance metrics, and executive-level reporting.
  • Identify, assess, and mitigate program risks to ensure uninterrupted mission support.
Customer Engagement & Government Relations
  • Serve as the senior interface between Vision IT and Government stakeholders, including CORs, Contracting Officers (COs), and installation leadership.
  • Lead Program Management Reviews (PMRs), status meetings, executive briefings, and performance reviews.
  • Maintain strong customer relationships through transparent communication, responsiveness, and proactive issue resolution.
  • Provide timely updates regarding program performance, risks, corrective actions, and strategic initiatives.
  • Ensure customer satisfaction through consistent delivery of high-quality services and mission-focused support.
Leadership & Workforce Management
  • Lead, mentor, and develop Project Managers, Site Leads, Technical Leads, and operational staff across assigned locations.
  • Manage workforce planning, staffing strategies, recruitment support, onboarding, training, and retention efforts.
  • Ensure personnel qualifications, certifications, training, and security requirements remain current and compliant.
  • Foster a culture of accountability, professionalism, collaboration, and continuous improvement.
  • Support succession planning and leadership development initiatives.
Compliance & Quality Assurance
  • Ensure compliance with all applicable:
    • Department of Defense (DoD) policies
    • United States Air Force directives
    • Cybersecurity requirements
    • Risk Management Framework (RMF) standards
    • CMMC-aligned practices
    • Contractual and organizational policies
  • Establish and maintain quality assurance and quality control programs.
  • Oversee incident management, root cause analysis, corrective actions, and preventive measures.
  • Ensure audit readiness and accurate program documentation.
Financial Management
  • Manage program budgets, labor planning, workforce utilization, and operational expenditures.
  • Oversee Other Direct Costs (ODCs), forecasting, cost controls, and resource allocation.
  • Monitor revenue, profitability, staffing utilization, and financial performance metrics.
  • Identify opportunities to improve efficiencies while maintaining service quality and contract compliance.
Transition & Growth Support
  • Lead contract transition activities, including staffing, onboarding, security processing, knowledge transfer, and operational readiness.
  • Develop and execute transition plans that ensure continuity of operations and mission success.
  • Support Business Development, Capture, and Proposal efforts by providing operational expertise, staffing strategies, transition planning, and solution development.
  • Participate in customer engagement activities supporting corporate growth initiatives.
Required Qualifications
  • Bachelor's degree in Information Technology, Business Administration, Management, or a related field; equivalent experience may be considered.
  • Minimum of 15 years of relevant experience in IT program management, IT service delivery, federal contract management, or related operational leadership roles.
  • Minimum of 5 years of experience managing multi-site or geographically dispersed operations supporting federal government customers, preferably within the Department of Defense environment.
  • Demonstrated experience managing large-scale programs consisting of 50+ personnel supporting complex IT operations.
  • Proven ability to lead through subordinate managers, Project Managers, Site Leads, and Technical Leads.
  • Experience managing contract performance, workforce planning, budgets, financial reporting, and operational execution.
  • Strong knowledge of IT Service Management (ITSM) platforms such as ServiceNow, Remedy, or equivalent systems.
  • Working knowledge of ITIL principles, cybersecurity operations, RMF, and performance-based service delivery.
  • Exceptional written, verbal, presentation, and stakeholder management skills.
  • Experience briefing senior Government officials and executive leadership.
  • Proficiency with Microsoft Office Suite, Microsoft Teams, SharePoint, and collaboration technologies.
  • Technical background in systems administration, networking, cybersecurity, or enterprise IT operations.
Required Certifications
  • Project Management Professional (PMP) certification or equivalent project/program management certification (required).
  • Additional certifications preferred:
    • ITIL 4 Foundation
    • CompTIA Security+
    • PgMP, PfMP, CAPM, or equivalent
Security Clearance
  • Active Secret Security Clearance required.
  • Ability to maintain eligibility for access to classified information throughout employment.
Travel Requirements
  • Travel required throughout California contract locations as necessary.
  • Occasional travel to corporate offices, customer meetings, conferences, and program reviews.
