Job description

Position: Operations Subject Matter Expert (SME) Contact: Mark R. Wagner
Location: HQ USSTRATCOM

Minimum Clearance Required: TS-SCI Primary Duties/Responsibilities  Support campaign and operations assessments including, day-to-day, crisis action and Tier 1 exercises  Support development and identification of objectives, effects, tasks, measures of effectiveness (MOE), measures of effectiveness indicators (MOE-I), measures of performance (MOP) and measures of performance indicators (MOP-I), and other associated metrics that may be required  Conduct analysis and provide advice on appropriate methodology to assess the impact of operations, actions and activities on the environment. Operations, activities, and actions include, space, global strike, cyberspace, and integrated missile defense mission areas.  Participate in joint planning groups, operations planning teams as required  Execute and analyze continuous scans of the global strategic and operational environments to advise whether desired campaign effects are being achieved  Support development of operations, activities, and actions in support of execution of USSTRATCOM campaigns and contingency operations  Support development of plans and operations orders  Collect and analyze data including, finished intelligence, open source reports, after action reports, and component inputs. Examples of analysis include: identification of operational shortfalls, risks, vulnerabilities, and capability gaps; identification of factors leading to progression toward/regression from Campaign objectives; identification of military and strategic risks and vulnerabilities; and doctrine, organization, training, materiel, leadership and education, personnel, and facilities (DOTMLPF) gaps  Produce reports, participate in briefings, and disseminate results at the action officer, O-6, and GO/FO/SES levels
Desired Skills/Experience:
The Operations SME shall have a background/experience in global strike, cyber, or NC3. The
Operations SME must be knowledgeable of, and able to speak authoritatively on, all aspects of their
assigned mission area including planning, operations, mission systems, advocacy, assessments, and
related processes. Familiarity with Joint processes, operations, commands; and end-to-end operations
