Job description

CALIBRE Systems, Inc., an Employee-Owned mission focused solutions and digital transformation company, is seeking a detail-oriented Subcontracts Administrator to perform a full range of subcontract and purchasing functions. This is a hybrid position. The Subcontracts Administrator will be responsible for owning the full lifecycle of subcontract administration including , subcontract agreements, task orders, consulting agreements and purchase orders. Experience is preferred in a wide range of agreement types, including Fixed Price, T&M, LOE, IDIQ, and commercial transactions. Candidate must have knowledge of and experience with Contractor Purchasing System Review (CPSR) requirements. Candidate will support internal program management staff and be a primary point of contact for internal customers for subcontracting and purchasing functions.

  • Manage the procurement process from solicitations through closeout
  • Draft and issue request for proposals
  • Conduct price analysis of subcontract/vendor proposal
  • Negotiate pricing, Subcontract, Non-Disclosure, and Teaming Agreements
  • Ensure proper flow-down of prime contract requirements and clauses.
  • Closely interface with internal Program Managers and advise operational staff on subcontracting issues
  • Prepare for and participate in government small business audits and purchasing system compliance reviews
  • Document and maintain subcontract files appropriately to comply with CPSR requirements and the CALIBRE Procurement Manual
Required Skills
  • Ability to work collaboratively as part of a team, ensuring clear and effective communication with both internal and external clients
  • Ability to work in a fast paced, deadline driven environment
  • Strong organizational skills and exceptional attention to detail.
  • Proficiency in Microsoft Office Suite (Excel, Word and PowerPoint)
Desired skills
  • Experience with Deltek Costpoint
  • Knowledge of wage determination and SCA requirements
  • Experience supporting or preparing for a Contractor Purchasing System Review (CPSR).
  • Experience supporting a Property Management System Analysis (PMSA) review
required Experience
  • Minimum 3-5 years of experience with subcontracts and purchasing in a federal contracting environment using CSPR guidelines
  • Working knowledge of Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)
  • Experience performing price/cost analysis

Salary range will be $85-95K
