The Construction Project Manageris responsible for estimating (as needed), managing, and delivering DYWIDAG's repair and strengthening projects in a safe, efficient, compliant, and high-quality manner. The PM assumes full ownership of projects once awarded and ensures successful execution from handoff through closeout.
Using strong technical competence, construction acumen, and communication skills, the PM delivers projects on time, within budget, and in compliance with all contractual, regulatory, safety, union, and Davis-Bacon requirements. Work primarily includes structural repair and strengthening projects such as post-tensioning, CFRP, concrete repair, and specialty strengthening, within heavy civil and commercial infrastructure markets.
ESSENTIAL FUNCTIONS
Safety Leadership
- Maintain an unwavering commitment to safety in all aspects of the role.
- Develop and implement site-specific safety execution plans for each project.
- Ensure compliance with OSHA and company safety requirements while promoting a safety-first culture in the field.
Project Handoff & Setup
- Participate in detailed estimate-to-operations handoff meetings.
- Review awarded scope, bid assumptions, labor classifications, production rates, constraints, and budget.
- Confirm Davis-Bacon wage determinations, collective bargaining agreements (CBAs), and compliance deliverables.
- Establish project setup including cost codes, schedules, safety plans, quality plans, and reporting structure.
Contract Review & Compliance
- Review and manage projects in accordance with contractual requirements, including:
o Davis-Bacon and prevailing wage requirements
o Certified payroll formats (WH-347, LCPtracker, eMars, etc.)
o Reporting obligations, audits, and union requirements
o Liquidated damages tied to payroll accuracy or schedule - Ensure all internal and field team members understand compliance and contract requirements.
Labor, Union & Certified Payroll Compliance
- Ensure correct labor classifications align with work performed.
- Coordinate union labor dispatch in accordance with CBAs.
- Verify accurate timekeeping and labor coding (CrewTracks or equivalent).
- Work closely with Payroll and Certified Payroll teams to ensure:
o Accurate wage determinations and fringe rates
o Timely and accurate weekly CPR submissions
o Immediate correction of discrepancies or audit findings
Project Execution & Field Operations
- Lead and manage day-to-day field operations for assigned projects.
- Manage schedules, manpower, subcontractors, materials, equipment, and sequencing.
- Conduct site visits, coordination meetings, and progress reviews.
- Resolve field issues, constructability challenges, and conflicts efficiently.
- Maintain high standards of safety, quality, and productivity.
Technical Oversight - Repair & Strengthening
- Provide technical direction for:
o CFRP installation
o Post-tensioning systems
o Concrete repair, patching, demolition, and spall repair
o Epoxy injection and crack repair
o Steel plate bonding, section enlargement, and corrosion mitigation
o Grouting and specialty strengthening methods - Ensure work complies with approved submittals, QA/QC plans, ITPs, and applicable ACI/ICRI standards.
- Coordinate inspections, testing, and third-party or engineering reviews.
- Manage preparation and submittal of shop drawings, work plans, and technical documentation.
Cost Control, Forecasting & Change Management
- Manage project budgets, cost tracking, forecasting, and financial performance.
- Monitor labor productivity and implement corrective actions as needed.
- Identify out-of-scope work and initiate RFIs and change orders.
- Support billing, pay applications, T&M tracking, lien waivers, and collections.
- Maintain accurate daily reports and project documentation.
- Use Navision (or equivalent) to manage job progress reporting and monthly financials.
Communication & Stakeholder Management
- Serve as the primary point of contact for owners, GCs, inspectors, subcontractors, and internal teams.
- Provide routine updates on progress, risks, schedule, costs, and compliance status.
- Build strong relationships with clients, engineers, vendors, and internal stakeholders to support repeat work and future opportunities.
- Assist in resolving customer satisfaction, field performance, and collection issues as needed.
Project Closeout & Continuous Improvement
- Complete punch lists, final inspections, and turnover documentation.
- Ensure submission of all certified payroll closeout documentation.
- Deliver as-builts, O&M manuals, warranties, and required certifications.
- Perform financial closeout, margin analysis, and lessons learned.
- Contribute feedback to Estimating, Operations, and Business Development teams.
REQUIRED EDUCATION AND EXPERIENCE
Bachelor's degree in Construction Management, Engineering, or equivalent experience.
5+ years managing concrete repair and/or structural strengthening projects.
Experience with heavy civil, bridge, DOT, or commercial infrastructure projects.
Proven experience managing Davis-Bacon, prevailing wage, and union labor projects.
Strong understanding of certified payroll, labor classifications, and compliance reporting.
Ability to read and interpret construction contracts and engineering drawings.
Proficiency with project management tools (Navision, CrewTracks, HCSS, Procore, MS Office, etc.) or ability to learn quickly.
PMP, CCM, or similar project management certification.
OSHA or equivalent safety training.
ACI or ICRI certifications (Concrete Repair Technician, FRP Installer, etc.).
Experience with LCPtracker, eMars, WH-347, Paycor, or Points North.
