Position Description
Position Overview
Richard E. Pierson Construction Co., Inc. is seeking an accomplished and respected construction leader to serve as General Manager - Delaware & Maryland . This senior management level position will be responsible for the overall leadership, growth, profitability, operational performance, and strategic direction of our Delaware and Maryland business unit.
The successful candidate will be a proven heavy highway and heavy civil construction professional with extensive experience managing large-scale infrastructure projects, leading multidisciplinary teams, developing client relationships, and driving operational excellence. This individual will oversee all aspects of regional operations, including project execution, estimating, business development, financial performance, staffing, safety, and long-term growth initiatives.
This role requires a hands-on leader capable of balancing executive-level strategy with field-focused execution while maintaining the high standards of quality, safety, and performance that define Richard E. Pierson Construction.
Key Responsibilities
Operational Leadership
  • Provide overall leadership and direction for Delaware and Maryland operations.
  • Oversee a portfolio of heavy highway, bridge, marine, site development, utility, earthwork, foundation, and paving projects.
  • Ensure projects are executed safely, efficiently, on schedule, and within budget.
  • Establish operational goals, performance metrics, and accountability measures across all departments.
  • Collaborate with executive leadership to develop and execute regional growth strategies.
  • Lead regional project reviews and operational planning meetings.

Financial Management
  • Manage regional profit and loss performance.
  • Develop annual budgets, forecasts, and strategic business plans.
  • Monitor project profitability, cash flow, labor productivity, equipment utilization, and overhead expenses.
  • Identify opportunities to improve operational efficiency and increase margins.
  • Review and approve major project pursuits, estimates, contracts, and change orders.

Business Development & Client Relations
  • Maintain and strengthen relationships with DOT agencies, municipalities, owners, consultants, developers, and key industry stakeholders.
  • Identify and pursue strategic growth opportunities throughout Delaware and Maryland.
  • Participate in major project pursuits, presentations, negotiations, and contract discussions.
  • Represent the company at industry events, association meetings, and client engagements.
  • Expand the company's presence within public and private infrastructure markets.

Leadership & Team Development
  • Provide leadership and mentorship to project managers, superintendents, estimators, operations managers, and support staff.
  • Build and maintain a high-performing culture focused on accountability, teamwork, safety, and professional growth.
  • Assist with recruiting, succession planning, and leadership development initiatives.
  • Foster collaboration between field operations, estimating, equipment, safety, and executive leadership teams.

Safety & Risk Management
  • Champion a proactive safety culture across all operations.
  • Ensure compliance with all company, client, OSHA, and regulatory requirements.
  • Oversee risk management efforts including contract review, claims mitigation, and dispute resolution.
  • Support continuous improvement initiatives related to quality, safety, and operational performance.

Position Requirements
Required
  • Minimum 15+ years of progressive experience in heavy highway, heavy civil, bridge, transportation, or infrastructure construction.
  • Minimum 10+ years of leadership experience managing large construction operations, business units, or regional divisions.
  • Demonstrated success overseeing multiple concurrent projects with annual revenues exceeding $100M+.
  • Extensive experience with: Heavy highway construction, Bridge construction, Earthwork and grading, Utilities, Structures, Foundations, Marine construction, Asphalt and concrete paving
  • Strong understanding of DOT, municipal, and federal infrastructure projects.
  • Proven ability to lead large teams and manage complex operational challenges.
  • Experience with budgeting, forecasting, cost control, and P&L management.
  • Exceptional leadership, communication, and relationship-building skills.
  • Strong contract administration and risk management knowledge.

Preferred
  • Experience working throughout Delaware, Maryland, or the Mid-Atlantic region.
  • Existing relationships with DelDOT, MDOT, transportation agencies, consultants, and industry stakeholders.
  • Bachelor's Degree in Civil Engineering, Construction Management, or related field.
  • Professional Engineer (P.E.) license.
  • Design-Build and Alternative Delivery experience.
