TITLE: Operations Coordinator / Highway Department Foreman

LOCATION: Town of Granville Highway Department, Granville, MA

TYPE/SALARY: Full Time (40 hrs/wk) | Hourly with overtime | Full Benefits | $34 – $37/hr DOE

POSITION SUMMARY

The Operations Coordinator / Highway Department Foreman is a hands-on supervisory position reporting directly to the DPW Superintendent. Centered primarily on field leadership, crew supervision, and equipment operation, this position also includes structured administrative, project management, and grant compliance support duties. Ideal for an experienced field leader seeking exposure to municipal funding and operations to prepare for upper-level public works leadership, the Foreman assumes operational control of the DPW when the Superintendent is unavailable.

KEY RESPONSIBILITIES
  • Field Operations: Lead and work alongside crews in road maintenance, drainage, gravel grading, paving, and repairs. Operate heavy construction equipment and commercial dump trucks during routine work and emergency responses.
  • Safety & Maintenance: Enforce job-site safety (OSHA, trench safety, work zones). Maintain department assets, shop tools, and fleet fuel inventory.
  • Winter Operations: Monitor weather and road conditions 24/7 during storms; lead snow plowing and de-icing operations. Must report within 30 minutes for emergencies.
  • Project & Grant Management: Assist Superintendent with project tracking, engineering spec reviews, contractor oversight, and material quantity estimates. Support state/federal grant documentation (MassDOT Chapter 90, bridge grants, ADA, ARPA/SLRF).
  • Administration: Handle daily digital administration, including work logs, timesheets, vehicle records, vendor quotes, and citizen inquiries.
QUALIFICATIONS & REQUIREMENTS
  • Education & Experience: Associate’s Degree in Civil Engineering Tech, Construction Management, Public Admin, or related field preferred; OR 3–5 years of progressive municipal DPW/heavy civil construction experience. Minimum 3–5 years of winter plowing/ice control experience and crew leadership required.
  • Knowledge & Skills: Expert heavy equipment operation; strong knowledge of road maintenance, asphalt/aggregates, trench safety, and plan reading. Proficiency with computers, spreadsheets, digital recordkeeping, and basic municipal grant tracking.
  • Special Licenses: Valid MA Class A or B CDL (air brakes), MA Hoisting License (2A & 4G), and Medical Certificate required. (Preferred: Baystate Roads Scholar, Trench Safety Competent Person, First Responder).
  • Pre-Employment: Must pass physical exam, drug/alcohol screening, and CORI check. Requires participation in Town drug testing program and State Ethics training.

Salary/Compensation: $34.00 - $37.00 per hour
