Senior Project Manager, Government Construction

Coakley & Williams Construction is seeking a Senior Construction Project Manager to lead Government and Public Sector base building construction projects
from preconstruction through closeout. The Senior Project Manager will be accountable for professionally representing the general contractor (CWC) and overall project direction, financial performance, schedule, quality, safety, client satisfaction, and team development.

The Senior Project Manager leads project teams and works closely with owners, architects, engineers, construction managers, subcontractors, estimators, schedulers, and BIM professionals. The successful candidate will bring experience managing large, complex construction projects and will understand how preconstruction planning, procurement, cost control, scheduling, and field execution work together to produce successful outcomes.

Key Responsibilities
  • Lead Government construction projects from preconstruction and procurement through execution, turnover, and closeout, with accountability for safety, quality, budget, schedule, and client satisfaction.

  • Enforce the company safety program and confirm project compliance with company policies and applicable local, state, and federal requirements.

  • Provide leadership and direction to project teams by establishing project goals, assigning responsibilities, monitoring performance, and mentoring team members.

  • Participate in preconstruction, estimating, bidding, constructability reviews, logistics planning, RFP responses, project interviews, and presentations.

  • Develop, maintain, and update project schedules in partnership with the project scheduler; monitor construction progress and implement corrective actions when needed.

  • Lead procurement activities, including scope development, procurement tracking, subcontractor negotiations, subcontract agreements, and coordination with the Project Executive or Business Unit Leader.

  • Manage subcontractor performance and contract compliance related to scope, schedule, quality, safety, payment applications, and project documentation.

  • Maintain project financial controls, including budgets, cost-to-complete forecasts, owner requisitions, subcontractor payments, vendor invoices, potential change orders, approved change orders, cost-loaded schedules, and monthly project reviews.

  • Manage project communication and documentation, including owner meetings, architect and engineer coordination, RFIs, submittals, permits, project risks, progress reporting, and closeout requirements.

  • Support business development by maintaining client and industry relationships, monitoring market conditions and pricing trends, identifying project leads, participating in industry organizations, and partnering with Strategy & Acquisition to pursue new work.

Basic Qualifications
  • At least five years of experience managing construction projects, singularly or cumulatively, valued at more than $20 million.

  • Bachelors degree in Construction Management, Business, Engineering, or a related field.

  • Demonstrated record of client satisfaction and profitable project delivery.

  • OSHA 30-hour, First Aid, and CPR certifications.

  • LEED Specialty Accreditation.

  • Proficiency in Microsoft Office 365, Procore, and Bluebeam.

  • Working knowledge of Primavera scheduling and Building Information Modeling, or BIM.

  • Working knowledge of commercial construction market conditions, subcontractor procurement, cost control, scheduling, contract administration, and project closeout.

Compensation

In accordance with the Maryland Wage Transparency Law, the base salary range for this position is $140,000 to $180,000 per year .

The final salary offered will be based on the selected candidates relevant professional experience, qualifications, education, skills, training, and other job-related factors. This position may also be eligible for performance-based bonus compensation.

Physical and Work Requirements

This position requires the ability to sit, stand, walk, bend, stoop, and reach above and below shoulder level. The employee must be able to lift, carry, or move items weighing up to 50 pounds.

Work may be performed in active construction environments with exposure to heavy machinery, equipment, hazardous materials, noise, dust, and extreme weather conditions. The position requires a minimum of 40 hours per week. Work schedules may vary based on project requirements and may include early mornings, evenings, nights, or weekends.
