Job description

MS Technology, Inc. is seeking a Construction Manager to support our client in Oak Ridge, TN.

The Construction Manager supports and guides construction activities across assigned projects. This role works closely with Project Managers, Procurement, contractors, and site personnel to ensure construction execution aligns with scope, schedule, budget, safety, and contractual requirements. The Construction Manager serves as the primary field representative and first point of contact for contractors, fostering a strong safety culture and ensuring work is performed in accordance with project and site safety requirements.


Responsibilities
  • Promote and reinforce a strong safety culture by ensuring compliance with site safety requirements, applicable regulations, and safe work practices.
  • Support project planning, needs assessments, and evaluation of alternative construction approaches.
  • Assist with development, maintenance, and oversight of detailed construction schedules.
  • Provide overall construction support throughout the project lifecycle.
  • Partner with Project Managers to guide and execute construction projects in accordance with project objectives.
  • Support development of Statements of Work (SOWs), Requests for Qualifications (RFQs), and Requests for Proposals (RFPs).
  • Assist in evaluating contractor bids and proposals and support determination of best-value contractor selection.
  • Direct and oversee Construction Coordinators and field support personnel.
  • Serve as the primary point of contact for contractors.
  • Lead pre-construction meetings, routine status meetings, safety meetings, and project closeout meetings.
  • Monitor contractor performance to ensure compliance with project requirements, quality standards, and safety expectations.
  • Manage contractor-related issues including change orders, differing site conditions, safety concerns, and contractual matters.
  • Maintain and monitor the construction schedule to ensure project milestones are achieved.
  • Coordinate with Procurement regarding vendor selection, materials, contract types, and proposal evaluations.
  • Manage site logistics and field coordination activities.
  • Facilitate communication between site teams, contractors, and project leadership.
  • Resolve field issues while prioritizing personnel safety and minimizing impacts to project execution.
  • Review and approve contractor payment requests in alignment with contract terms and progress achieved.

Minimum Qualifications
  • Bachelor's degree in Construction Management, Engineering, or a related field preferred.
  • Relevant experience managing construction projects in industrial, commercial, government, or DOE environments preferred.
  • Demonstrated commitment to construction safety, including experience leading projects with a strong safety culture and compliance with established safety programs.
  • Strong understanding of construction scheduling, contract administration, contractor oversight, and field execution.
  • Ability to lead meetings, manage multiple stakeholders, and drive issue resolution.
  • Strong communication, organizational, and leadership skills.
  • U.S. Citizenship required.
  • DOE Q Clearance preferred.
