ABOUT THIS OPPORTUNITY
If you have exceptional attention to detail but also know when to step outside
the process and solve the problem, we want to talk to you. As our
Apprenticeship Program Administrator, you’ll own the operational and compliance
infrastructure behind Okland’s Arizona Registered Apprenticeship Program and
NCCER registration, helping support a growing craft workforce. You’ll work
closely with our NCCER Program Manager and partners across the business to
turn complex requirements into practical, scalable processes that work in the
field. You’ll thrive in this role if you bring urgency, curiosity, strong
ownership, and a mindset focused on continuously improving how we operate.
YOUR DAY-TO-DAY
Program Compliance & Administration
Own day-to-day compliance for Okland’s Arizona Registered Apprenticeship Program and NCCER registration, ensuring requirements translate into clear, repeatable practices.
Maintain accurate, audit-ready apprentice and training records, including registration, hours, progression, assessments, credentials, wage advancement, and completion documentation.
Manage required reporting and documentation, proactively identifying missing information, inconsistencies, deadlines, and compliance risks.
Coordinate program reviews and audits with internal stakeholders, state representatives, NCCER, and other external partners.
Build Systems That Scale
Create, document, implement, and continuously improve workflows, controls, tools, and systems that support consistent program execution as Okland grows.
Audit program data and processes to identify gaps, root causes, risks, and opportunities to simplify or strengthen how work gets done.
Partner With the Field
Partner with the NCCER Program Manager, apprentices, instructors, field leadership, Talent Development, People Operations, Payroll, and other stakeholders to solve problems and keep programs moving.
Spend time with field teams to understand how requirements work in practice and use that insight to improve communication, remove friction, and build solutions that can realistically be executed.
YOU’RE READY FOR THIS ROLE IF YOU HAVE
A bachelor’s degree in business, human resources, workforce development, education, construction management, or a related field; equivalent relevant experience may be considered.
3+ years of experience in program administration, compliance, workforce development, HR, training operations, or a similar role with significant process and documentation ownership.
Experience building and implementing processes, controls, documentation, or program structures—not simply administering an established process.
Experience supporting audits, compliance reviews, record reconciliation, or other work requiring strong accuracy and follow-through.
Strong problem-solving, critical-thinking, communication, and organizational skills, with the ability to interpret requirements and develop practical solutions.
Experience in construction, workforce development, HR, Talent Development, or another field-based environment is preferred.
Experience with Registered Apprenticeship Programs, NCCER, Department of Labor or state apprenticeship requirements, or other regulated workforce programs is strongly preferred.
