Introduction
The Drainage Programs work with landowners, tax ditch organizations and federal, state and local agencies to improve drainage, stormwater management and water quality in Delaware. \r\n\r\n\r\nClick here for more information about the Drainage Programs of Watershed Stewardship.\r\n
Summary Statement
Position will serve as the Program Manager II of the Division of Watershed Stewardship's Drainage Program which supports and promotes collaborative efforts of state, federal, local agencies and private organizations to achieve mutual goals and objectives. Manage and oversee the Resource Conservation and Development Fund Program. Responsibilities include planning, budget development and implementation of water management projects. This position also includes the development of staff and programmatic priorities, budgets and reports for the expenditure of appropriated Bond Bill funds. Coordinate with the Sussex, Kent and New Castle County Conservation Districts to implement program objectives.\r\n
Essential Functions

Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here.\r\n\r\n Plans, coordinates and oversees program implementation.\r\n \r\n Provides technical direction and oversight for subordinates.\r\n \r\n Recommends and drafts laws, rules and regulations applicable to assigned program areas.\r\n \r\n Drafts grant applications and budget proposals; may participate in other specialized fiscal activities.\r\n \r\n Manages staff personnel matters such as training, performance evaluation, hiring interviews, and making hiring recommendations.\r\n \r\n Plans, coordinates and conducts meetings and workshops with other agencies and the private sector. \r\n\r\n\r\n
Job Requirements
JOB REQUIREMENTS for Environmental Program Manager II \r\nApplicants must have education, training and/or experience demonstrating competence in each of the following areas:\r\n\r\n Possession of a Bachelors degree or higher in Biology, Chemistry, Geology, Physics, Engineering, Environmental Science or related field. \r\n Six months experience in environmental/natural resources program administration which includes overseeing and directing the development, implementation and evaluation of environmental/natural resource programs and services; establishes program objectives; plan short and long range program goals; develop and implement program policies and procedures and ensures compliance and funding requirements. Provides advice to other agency organizational units through consultation. \r\n Three years experience in analyzing and evaluating data. \r\n Three years experience in interpreting environmental laws, rules, regulations, standards, policies and procedures. \r\n Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.\r\n\r\n
