Job description

Our client, a renowned maritime company in Lévis, is currently seeking a Project Change Management Leader to fill a permanent position.
Job Summary:
As the Project Change Management Leader, you will work collaboratively with the Program Management Office (PMO) and the company's functional departments to ensure rigorous monitoring of program/project change management processes and procedures throughout all phases of the program.
The Leader will develop positive relationships with the company's clients and represent their interests in project change management. In this role, the incumbent will act as a liaison between various functional departments, including the Engineering Change and Technical Configuration Manager, Document Control, Project Controls, Contracts, Finance, Estimating, Supply Chain, and Production.
More specifically, you will be responsible for:
• Ensuring compliance with project control change management processes and procedures for the relevant program/project.
• Managing the change log for internal and external projects, and maintaining comprehensive documentation of change requests, proposals, approvals, reasons for these changes, and implementation plans.
• Producing reports to track the progress and effectiveness of the change management process. Optimizing the effectiveness of the process and procedure based on relevant key performance indicators.
• Evaluating the impact of proposed or requested changes on project scope, schedule, and budget.
• Acting as a liaison between engineering/configuration changes and change management in project control. The Change Manager also plays a key role in collaborating with Integrated Logistics Support (ILS) and the Configuration Manager to ensure that the ship's configuration is updated once Engineering Change Proposals (ECPs) are approved.
• Support project/program departments in the development and execution of change requests/proposals and PMTs, as well as other required documents throughout the change process.
• Provide ongoing support to project/program teams to ensure the implementation of approved changes.
• Under the guidance of the PMO and the Contract Management Department, liaise with the client to discuss project/program change management, monitor client responses, and clarify and negotiate as needed.
• Identify and integrate risks that potentially impact costs and schedules into the internal change management process.
• Improve internal change processes to meet the requirements of cost and schedule management procedures (internal budget transfers, reserve management, rework, risk provisions, contingency reserves, and trends).
Qualifications:
• University degree in engineering, project management, administration, or a related field;
• Five (5) years of experience in engineering or project control;
• Proven experience in project change management or complex project control
• Successful completion of the investigation process and obtaining the required security clearance under the Federal Government Contract Security Program;
