Description

DarkStar Intelligence is looking to support a U.S. Department of State program focused on strengthening intelligence and law enforcement capabilities in partnership with allied nations across the Caribbean and West Africa. The program provides specialized advisory and analytical support to help regional partners modernize how they collect, analyze, and share intelligence in support of shared security objectives. Work involves close coordination with government and interagency stakeholders to build lasting, sustainable capacity that advances U.S. national security interests abroad.


Note: This position is contingent upon contract award

Travel: Remote, with TDY to Barbados as required


Responsibilities

  • Specialized advisory and policy support to institutionalize lawful, ethical, and accountable confidential-informant (CI) programs aligned with U.S. law-enforcement standards. 
  • Develops SOPs for recruitment, vetting, management, and deactivation; integrity controls; and documentation templates. 
  • Mentors partner-nation officers and prosecutors on CI integrity and evidentiary admissibility. 

Requirements

  • U.S. Secret clearance
  • Bachelor's in criminal justice, intelligence studies, international relations, or related 
  • Extensive CI field experience equivalent to a federal Special Agent / HUMINT collector. 
  • Experience recruiting/managing CI networks. 
  • Prior senior investigator, case agent, or intelligence officer (U.S. federal, military, or partner-nation). 
  • CI policy/legislative/governance framework design experience.
  • HUMINT tradecraft and counterintelligence risk management. 
  • Strong policy-writing, training, and executive-briefing skills.
