License and Certification Qualifications: Must hold or be eligible for a valid Georgia Educator's Certificate in Educational Leadership and/or Support Personnel License issued by the Georgia Professional Standards Commission.
Education Qualifications: High school diploma or equivalent required. Bachelor's degree in related field preferred.
Experience Qualifications: Five years experience in telecommunications, voice messaging systems, or a related field required. Experience operating in a multi-site VoIP and legacy PBX TDM environment preferred. Experience with configuration of Alcatel Call Manager and Voice Mail preferred. Experience with a telecommunications voice and data provider preferred.
Skills Qualifications: Knowledge of the practices and principles of telecommunication systems analysis, planning, design, and problem resolution; knowledge of Alcatel UC, VoIP, SIP, and TDM troubleshooting techniques and traffic engineering; ability to interpret and take action on alert management and performance management tools; ability to establish and maintain relationships with individuals at all levels of the organization, in the business community and with vendors; ability to provide customer service to internal and external customers, including meeting quality standards for services, and evaluation of customer satisfaction; time management skills such as prioritizing/organizing and tracking details and meeting deadlines of multiple projects with varying completion dates; ability to identify operational issues and recommend and implement strategies to resolve problems; ability to analyze and report information in order to identify issues, trends, or exceptions to drive improvement of results and find solutions; ability to design, install, configure, troubleshoot, and monitor core LAN/WAN services including VoIP protocols (i.e. H.323, SIP, UDP, RTP); ability to work well and communicate with others in an effective manner, both written and oral; and ability to analyze and solve problems.
Primary Responsibilities: Responsible for providing technical direction, supporting, and maintaining new and existing telecommunications systems and services for the district as well as providing oversight of infrastructure requirements and developing system modifications and enhancements for the Telecommunications and Network Services Department.
1. Manage the design and development of telecommunications network operations, including the installation and maintenance of telecommunications service offerings through the application of business and technical skills.
a. Provide support and maintain existing and new telecommunications systems and services for the district.
b. Configure, test, maintain, monitor, and troubleshoot telecommunications network components of a complex nature to provide a secure, high-performance network, including services for core LAN/WAN, VOIP (Voice Over Internet Protocol), QOS (Quality of Service, COS (Class of Service), VLAN's (Virtual Local Area Network), SBC's (Session Border Controller), and SIP (Session Initiation Protocol).
c. Coordinate, review, and perform repair services in emergency situations.
d. Manage, monitor, and evaluate progress of various projects, including vendor installations, modification, and repair efforts.
e. Purchase and distribute user telephony equipment for the district.
f. Perform routine maintenance to voice messaging system(s).
g. Perform diagnostics and upgrades as needed for voice messaging system(s).
2. Serve as the technical subject matter expert for the resolution of complex telecommunications problems.
a, Plan and implement changes to the system, troubleshoot problems in the network, analyze costs and volume of traffic on the system, and inform personnel of the capabilities of the system.
b. Implement telephony solutions and project plans through the use of applications, including Call Manager, Voice Mail, and E911 environments.
c. Collaborate with users to analyze feasibility, costs, time, and resources needed to add functionality to the telecommunications platform.
d. Analyze and interpret network alert and performance management tool output to properly engineer the capacity and resiliency of the VOIP network.
3. Analyze infrastructure requirements, develop, implement, and maintain telephony systems, and modify existing systems as needed.
a. Convert district objectives and customer requests into functional specifications to meet individual or multiple departments' communication needs.
b. Perform continuous evaluation of market products and determine fit and potential functionality in conjunction with the district's current systems and standards.
c. Analyze site physical plants, generate, and implement cost effective telephony solutions.
d. Coordinate with other district service departments and external vendors to arrange for proper site capacity needs and entrance facilities.
e. Manage the installation of telecommunications hardware, software and circuitry, ensuring that modified and/or new systems perform in accordance with design specifications.
f. Evaluate and determine effectiveness of implemented systems.
4. Coordinate the response to service requests and provide appropriate technical support.
a. Troubleshoot and assist users with analyzing and resolving problems.
b. Monitor and evaluate performance of purchased services.
c. Manage all telephone related moves, adds, and changes via Media Access Control (MAC) including the coordination of local provider, inside wiring vendors, and contracted staff.
5. Evaluate current resources and capabilities, future goals, industry trends, and technological advances to develop a system infrastructure plan for delivery of voice services.
a. Prepare and manage district-wide telephony and voice messaging system budget.
b. Negotiate with service providers, develop specifications, request for proposals, bids, contract, and maintenance agreements.
c. Administer billing analysis and distribute appropriate telecommunications costs and charges.
d. Review telephone bills and report to detect fraud and/or abuse.
e. Manage the effort of maintaining an updated online internal telephone directory.
6. Assist with budget management.
a. Develop and refine formulas to calculate the yearly school telephone download budgets.
b. Develop models to calculate Return on Investment (ROI) and determine payback on capital investments and new systems.
7. Maintain positive interdepartmental relations.
a. Work with divisional staff in a professional manner.
8. Coordinate the continuous improvement efforts for all departmental processes.
9. Perform other duties as assigned.
