Requirements

Education and Experience: Bachelor's Degree or higher in Information Technology, Management Information Systems, Computer Science, or a related field, and six (6) years of supervisory system administration or supervisory system design, analysis, and implementation experience.
Licenses and Certificates: Valid Texas Class "C" Driver's License or equivalent from another state by date of appointment.
General Purpose
Under administrative direction, plan, direct, and oversee the Utility's information technology functions to achieve business goals by fostering innovation and ensuring the evaluation, prioritization, deployment, and sustainment of current and future IT systems across the organization.
Typical Duties
Oversee the design, development, implementation, and maintenance of centralized information technology systems. Involves: Providing leadership and direction to key short and long-range technology initiatives on systems development, network security, communication, and records management systems. Analyze and confer with managers and supervisors to maximize utilization of current systems, implement and integrate new and updated systems, and provide alternative solutions for increasing efficiency. Evaluate the feasibility of testing, repairing, performing preventative services, and upgrading computer systems with minimal disruptions to Utility services. Oversee the provision of end-user support services, training, and security precautions. Review security and emergency planning of the network for approval and implementation. Manage budget expenditures and analyze project budget reports to calculate project expenses and identify excessive expenditures. Develop, implement, and review policies and procedures to ensure adherence to information technology. Present before management and the Public Service Board on information technology initiatives.
Direct department administration. Involves: Providing strategic direction, developing and measuring organizational performance goals. Conduct cost-benefit or other analyses. Prepare and manage annual budget. Prepare bid specifications, evaluate vendor responses, recommend new equipment or software, and evaluate contractor/vendor performance. Review and approve invoices to initiate vendor payments and contract compliance. Maintain inventory, personnel records, and procurement documents. Direct preparation of project and technical specifications.
Supervise assigned staff. Involves: Schedule, assign, instruct, guide, and check work. Appraise employee performance and review evaluations by subordinates. Provide for training and development; enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate, and maintain harmony. Interview applicants and determine hiring, termination, transfer, discipline, or other employee status changes.
