Expert Business Analyst HBITS-08-14944
DURATION: 30 Months
LOCATION: Albany, NY - Hybrid
Expert Business Analyst, who will work with agency unit stakeholders to document and understand existing business processes, specifically in relationship to compliance with applicable regulations and mandated reporting to the state or SAMSHA. This role will define To-Be requirements and processes to support the design and development of new applications in alignment with agency's technology roadmap.
Qualifications
  • Business Analyst- Analyzes an organization or business domain (real or hypothetical) and documents its business or processes or systems, assessing the business model or its integration with technology with distinct deliverables to a solution.
  • Expert- 84+ months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.
  • 84 months experience eliciting then analyzing the stakeholder's business needs using a variety of analysis techniques and converting those into verified and validated functional and non-functional requirements for development including but not limited to eliciting functional requirements, non-functional requirements, report requirements, and business rules.
  • 84 months experience in creating and maintaining software development artifacts for communication of requirements, including end user documentation, specifically business cases, business requirements documents (BRDs), use cases, report mockups, wire frames, and flow diagrams. In addition, context diagrams, textual use cases, swim lane diagrams, report specifications, wireframes, user interface specifications, and non-functional requirements specification.
  • 84 months experience facilitating requirement workshops, such as, JAD sessions and structured walkthroughs.
  • 72 months experience managing requirements throughout the requirements management lifecycle, including creation and execution of a requirements management plan, requirements traceability matrix, establishing requirements baselines and managing requirements change control.
  • 60 months experience creating test plans and test cases and working with users on User Acceptance Testing.
  • CBAP (Certified Business Analysis Professional) certification by the International Institute of Business Analysis (IIBA)
  • Bachelor's degree in business intelligence, information science, criminal justice, health science, computer science, mathematics, or public/business administration.

Day-to-Day tasks
  • Leading JAD sessions for As-Is/To-Be business processes/use cases.
  • Interviewing stakeholders to document requirements for existing and new applications.
  • Working across all bureaus and units to understand mission-critical business processes.
