Job description

Responsibilities:
• Shall perform system preventive and corrective maintenance functions of the Finegayan ANCC / Tech Control Facility (TCF) systems include:
• Facilitate monthly vulnerability scans of ANCC workstations.
• Coordinate and administer the NCTS ANCC / TCF commercial service customer's accounts.
• Perform transport service provisioning, system preventive and corrective maintenance functions on the ANCC located at various NCTS facilities.
• Conduct system operational verification tests and quality control on ANCC system. Perform subsystem diagnostic tests, isolate and replace defective circuit packs or electronics components/modules.
• Test and verify all spare circuit components by periodically putting the spare cards on a working subsystem without incurring any network isolation or outage.
• Review, analyze, and resolve system anomalies that are reported by the ANCC system.
• Install and maintain network & system cards and components to include developing network solutions and cost estimates for TCF customers. Conduct surveys to capture customer’s voice and data requirement and availability.
• Shall have familiarity with V.35, RS-422, RS-232, G.703, T1 and E1 DSX level signals, CAT 5/6 communications cabling specifications and configurations.
• Shall maintain up to date ANCC system or equipment inventory and circuit records.
• Shall conduct annual commercial circuit audits and submit recommendations and justifications for continued service and/or termination.
• Shall participate in design review meetings and review Military Construction (MILCON) documentations to become familiar with proposed ANCC construction plan and in preparation for ANCC system installation and cutover.
• May be required to work during inclement weather and can be recalled to support restoration of high priority NCTS Base Communications network and or system outages 24 hours / 7 days.
• Meet DON Cyber Security Workforce (CSWF) and DON Cyberspace Information Technology & Cybersecurity Workforce Management & Qualification Manual (SECNAV M-5239.2) certification requirements and perform all work in accordance with CSWF, as applicable to include obtaining certifications.


Basic Qualifications:
• Personnel performing on this effort shall be U.S. citizens.
• Personnel are required to successfully obtain and maintain background investigations and clearances (to include periodic reinvestigations).
• Personnel Security Clearance. Contractor personnel shall obtain and maintain at a minimum the security clearance level of TOP SECRET to work on this requirement.
• Contractor personnel supporting may be eligible for work with a security clearance level of TOP SECRET. Interim clearances are acceptable.
• Must possess and maintain an IAT level II certification IAW DoD 8570.01-M
• Personnel shall possess a valid Guam driver’s license to operate a motor vehicle on Guam. Local travel is required to perform field support within Government owned facilities on Guam.
• Work may involve sitting or standing for extended periods of time.
• Position may require typing and reading from a computer screen.
• Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner.
• There is a possibility that due to parking availability and location of work, walking moderately at a long distance may be required.
• Position may require lifting of items or equipment of up to 25 lbs.

Preferred Qualifications:
• Associate Degree in Computer Science, Information Technology, or related discipline is preferred.
• 2+ years of experience performing Computer Systems Analyst related functions.
• Minimum Baseline Certifications: CompTIA Security+
• Minimum Operating System Training: Microsoft Windows 7, 10 or 11
• Experience working with the military and/or government.
