Job description

PROJECT DESCRIPTION: Home Energy Assistance Program (HEAP), which provides eligible low-income households with financial assistance to cover heating and cooling expenses. The program offers several types of assistance, including regular emergency benefits, as well as assistance with heating equipment repairs and replacements. Regular HEAP benefits are available to eligible households once per program year. The amount of assistance varies depending on household size, income, and energy costs. Emergency HEAP benefits are available to eligible households in crisis situations, such as a heating emergency or danger of a utility shut-off. Emergency benefits are available from January through March and can provide a one-time payment to cover energy costs. HEAP also helps with heating equipment repairs and replacements through the Heating Equipment Repair and Replacement Program (HERR). Eligible households can receive assistance with repairs or replacement of malfunctioning heating equipment, such as furnaces or boilers. Overall, HEAP aims to assist eligible low-income households in New York City with their heating and cooling needs to ensure they can maintain a safe and healthy living environment. The HEAP application is designed using hybrid architecture that incorporates Microsoft Azure Cloud, Power Platform, Synapse Analytics, and on-premises services, enabling seamless data integration, advanced analytics, and scalable infrastructure.


Tasks & Duties
Provide Post-Go-Live System Support and Stabilization
Monitor production systems to ensure stability and optimal performance during the stabilization phase.
Identify, troubleshoot, and resolve system, data, and integration issues in a timely manner.
Perform root cause analysis and implement corrective and preventive measures.
Collaborate with technical and business teams to address production incidents and service requests.
Support performance tuning and optimization across Azure, Power Platform, Synapse Analytics, and on-premises components.
Manage Payment Processing Operations
Execute monthly payment processes, including PA/NPA and HEAP365, in accordance with business rules and timelines.
Manage and run annual autopayment processes, including Autoheaters and SSI.
Validate payment data for accuracy, completeness, and compliance prior to execution.
Troubleshoot and resolve payment processing issues and discrepancies.
Ensure timely completion of all payment cycles and coordinate with stakeholders on status and outcomes.
Develop and Deliver Reporting Solutions
Design, develop, and maintain real-time, scheduled, and ad hoc reports based on business requirements.
Provide rapid turnaround for urgent reporting requests from business stakeholders.
Ensure accuracy, consistency, and integrity of all reported data across systems.
Develop and optimize queries, dashboards, and data extracts using Synapse Analytics and related tools.
Perform data validation and reconciliation to support reporting outputs and business decisions. Collaborate with stakeholders to gather reporting requirements and translate them into technical solutions.
Support System Enhancements and Continuous Improvement
Analyze business requirements and implement system enhancements and configuration changes.
Work with cross-functional teams to design and deploy new features and improvements.
Perform testing, validation, and deployment of system updates and fixes.
Maintain and improve data flows and integrations across systems.
Ensure adherence to system design standards, security protocols, and best practices.
Maintain System Knowledge and Documentation
Document system architecture, data flows, and operational processes.
Maintain technical and functional documentation for ongoing support and future enhancements.
Provide knowledge transfer and guidance to team members as needed.
Assist support teams in resolving complex technical issues related to the application.
Ensure documentation is kept up to date with system changes and enhancements.


MANDATORY SKILLS/EXPERIENCE

Note: Candidates who do not have the mandatory skills will not be considered A minimum of 4 years of experience with the following skill sets:
Microsoft Azure (Cloud & Hybrid Architecture) and Microsoft Power Platform (Power Apps, Power Automate)
