Job description

The Sponsor delivers human capital management technologies and services to the workforce, including data analytics that enable business decisions. The Sponsor seeks to build an integrated enterprise IT support model to drive efficiencies in the talent space and better address strategic requirements associated with learning, training compliance, foreign language development and retention, job advertisements, selection, and performance. The development and successful implementation of this model requires experience with multiple IT skill sets, including AGILE project management, Commercial Off-the-Shelf (COTS) integration and configuration, specifically Service Now (SN), SN application design and development, enhancement, SN security risk management, and familiarity with requirements for system certification and accreditation.
Responsibilities
  • Work from core hours from 0900 hours to 1500 hours with alternative works schedules discussed on a case by case basis
  • Follow an Agile methodology for SN software development
  • Support the implementation of the Sponsor's identified objectives and priorities for SN features and functions and actively contribute to the AGILE methodology for software implementation
  • Support the implementation of security and development requirements as required by the sponsor applications
  • Follow the Sponsor's document management plan that addresses documents required for all Sponsor applications and systems, their storage locations and versioning requirements
  • Support the implementation of SN reference architecture and documentation as required for Sponsors SN platform
  • Design, develop, maintain, and document code in support of software applications following industry best practices
  • Design, develop, maintain and document code in support of databases following industry best practices
  • Design, develop, maintain and document code in support of cloud services following industry best practices
  • Conduct unit, functional, and user testing
Requirements
  • TS/SCI FSP Clearance
  • Demonstrated experience with development of ServiceNow applications
  • Demonstrated experience implementing industry best practices and associated technical solutions consistent with accessibility standards
  • Demonstrated experience using agile methodology
  • Demonstrated experience using Jira
  • Demonstrated experience proposing recommendations that provide business value while supporting business goals and objectives, with an emphasis on improving User Experience/User Interface (UX/UI), reducing O&M, increasing quality and speed of delivery, transforming, and modernizing web-based application, system, and service components
  • Demonstrated experience analyzing and documenting web-based application, system, or service components and associated interfaces, including those with databases and web services/APIs to assist in decision-making regarding future development
  • Demonstrate experience interfacing with web-based databases and providing reports generation
  • Demonstrated on-job experience with version control software like Github or Subversion
  • Demonstrated experience in managing Tier 1, Tier 2, and Tier 3 support, using service management systems
  • Demonstrated experience developing IT support documents that include SOPs, digital IT workflows, IT knowledge base, pre and post deployment checklists, IT architectural diagrams, system security plans, and administrative processes
  • Demonstrated experience working with compliance or performance management applications
