Job Description:
The Program Manager is accountable for the successful leadership and delivery of complex, cross-functional projects that support theCDO offering (Commercialization, Development, and Optimization) within the CMO. This role is responsible for overseeing the planning, governing, and executing of multiple interrelated projects to achieve strategic, operational, and customer objectives while ensuring alignment with regulatory requirements, organizational priorities, and capacity constraints.
The Program Manager partners closely with JHS leadership translating strategy into executable programs, proactively manage risks and dependencies, and drive predictable outcomes across technical, operational, and commercial work streams.
  • Lead end-to-end program planning and execution for complex, multi-project initiatives across the site project portfolio.
  • Develop and maintain integrated program plans, schedules, budgets, and resource forecasts across interdependent projects.
  • Partner with leadership and senior stakeholders to align program objectives with business strategy, customer commitments, and operational capacity.
  • Establish and maintain program governance, including decision forums, escalation paths, and status reporting.
  • Identify, assess, and actively manage program-level risks, issues, assumptions, and dependencies, drive mitigation strategies and timely escalation.
  • Coordinate and influence cross-functional teams including Technical Services, Quality, Regulatory, Supply Chain, Manufacturing, and Commercial.
  • Ensure programs are executed in compliance with GMP, FDA, and other global regulatory expectations as applicable.
  • Provide clear, concise program status reporting to leadership, highlighting progress, risks, financials, and key decisions required.
  • Support client-facing activities as needed, including program reviews, milestone updates, and issue resolution.
  • Contribute to the maturation of program management practices, standards, and tools within the PMO.
  • Mentor and provide informal leadership to Project Managers and team members within assigned programs.

Qualifications:
  • Bachelor's degree required; advanced degree preferred (Project Management, Business, Engineering, Life Sciences, or related field).
  • PMP, or equivalent such as PgMP, required.
  • 8+ years of progressive experience in project and/or program management required.
  • Prior experience in a Program Manager role leading complex, cross-functional initiatives desired.
  • Experience working in a regulated environment (pharmaceutical, biotech, medical device, or similar) required.
  • Demonstrated ability to manage multiple projects with significant interdependencies required.
  • Experience in a Contract Manufacturing Organization (CMO/CDMO) preferred.
  • Exposure to commercial, technical transfer, development, or lifecycle programs preferred.
  • Experience partnering with senior leadership and client-facing teams preferred.
  • Functional expert level experience in advanced program and project management methodologies required.
  • Functional expert level experience in financial and resource planning across multiple projects required.
  • Functional expert level experience in risk, dependency, and issue management at program level required.
  • Functional expert level experience in strong understanding of governance and decision frameworks required.
  • Working knowledge of GMP and regulatory expectations required.
