Job description

Hiring a Program Manager to manage multiple workstreams for public funding programs at a large tech company!
Job Description
This role leads the program management infrastructure that supports participation in public funding programs across 27 U.S. jurisdictions. You will serve as the operational engine behind a complex, multi-workstream program, partnering with stakeholders to translate cross-jurisdictional compliance obligations into structured, repeatable, and auditable processes. The position is ideal for a self-directed professional who prefers building durable mechanisms over one-off execution and who enjoys bringing order and structure to high-volume, ambiguous environments.
Responsibilities
  • Build, operate, and continuously improve the program management infrastructure that supports public funding compliance activities across 27 U.S. jurisdictions.
  • Serve as the central coordination point for multiple parallel workstreams, ensuring alignment, clear ownership, and timely execution across all program activities.
  • Translate complex, cross-jurisdictional public funding and compliance obligations into structured, repeatable, and auditable processes and workflows.
  • Develop and maintain documentation systems, including process documentation, standard operating procedures, and reference materials to support consistent execution.
  • Design and implement mechanisms for exception tracking, reporting cadences, and portfolio management frameworks to monitor progress and manage risk.
  • Manage multiple projects and workstreams simultaneously while maintaining high execution fidelity and adherence to compliance requirements.
  • Build and nurture cross-functional partnerships, collaborating with internal and external stakeholders across jurisdictions, regulatory entities, and teams.
  • Influence stakeholders at various levels to take action and align with program objectives without relying on direct reporting relationships.
  • Prepare clear, concise written communications tailored to executives, operators, and external stakeholders, including status updates, reports, and decision documents.
  • Leverage modern collaboration and project management tools to organize work, track deliverables, and enhance transparency across the program.
  • Support compliance operations by coordinating activities across multiple jurisdictions and ensuring consistent application of program management standards.
  • Contribute to a culture of operational excellence by identifying opportunities to streamline processes, reduce ambiguity, and improve scalability.

Essential Skills
  • Proven experience in program management, project management, business operations, chief-of-staff, or equivalent operational leadership roles.
  • Demonstrated track record of building operational infrastructure from scratch, such as documentation systems, exception tracking mechanisms, reporting cadences, or portfolio management frameworks.
  • Experience managing multiple parallel workstreams or projects simultaneously while maintaining consistent quality and execution fidelity.
  • Experience building cross-functional partnerships and influencing stakeholders to act without direct reporting authority.
  • Strong written communication skills with the ability to tailor messages for executives, operators, and external stakeholders.
  • Proficiency with modern collaboration and project management tools such as Quip, Jira, SharePoint, Asana, or Smartsheet.
  • Ability to work independently, exercise sound judgment, and bring structure and clarity to ambiguous, high-volume environments.
  • Strong organizational skills with a bias toward building scalable mechanisms rather than relying on one-off solutions.

Additional Skills & Qualifications
  • Experience managing programs across multiple jurisdictions, states, or regulatory entities.
  • Experience in regulated industries, public-sector programs, federal grants administration, or compliance operations.
  • Exposure to broadband, telecommunications, or infrastructure industries.
  • Bachelor's degree or equivalent professional experience.
  • Experience supporting compliance operations or public funding programs across diverse geographic or regulatory environments.
