Description:

@Orchard LLC is seeking an experienced Compliance Program Analyst to support a highly visible NOAA program. The ideal candidate will have experience supporting environmental compliance projects. This position is contingent upon contract award.


The Compliance Program Analyst supports research planning by ensuring compliance with environmental laws, regulations, and policy requirements. The position evaluates documentation related to planned ocean expeditions and ensures that operations comply with environmental statutes and regulatory restrictions.


Key Responsibilities:

  • Review expedition documentation for compliance with environmental regulations.
  • Support compliance reviews for environmental laws including NEPA, ESA, MMPA, and related statutes.
  • Coordinate compliance documentation.
  • Serve as the technical editor for development of programmatic environmental assessments (EA).
  • Track regulatory approvals and required environmental documentation.
  • Maintain records of compliance reviews and associated documentation.
  • Assist in preparing compliance summaries and reports for program leadership.
  • Identify potential compliance issues and recommend mitigation strategies.
  • Support coordination with regulatory agencies and internal NOAA compliance offices.
  • Provide NEPA policy and procedural advice and guidance.
Requirements:
  • Bachelor’s degree in environmental policy, environmental science, marine science, or related field
  • Minimum 5 years of experience in environmental compliance or regulatory review
  • Knowledge of U.S. environmental laws such as NEPA, ESA, and MMPA
  • Experience reviewing environmental documentation for scientific or operational activities
  • Strong analytical and documentation skills
  • Ability to coordinate across scientific and regulatory teams.
