Le service de conformite commerciale internationale de Bell recherche un candidat innovant, dote d'un esprit analytique et d'une vision internationale pour rejoindre notre equipe en tant qu'analyste en conformite commerciale. Ce poste joue un role essentiel dans le respect des lois internationales en matiere de controle des exportations et des importations par Bell. 

Afin de determiner les exigences en matiere de conformite, vous devrez lire et comprendre des reglementations juridiques complexes et les appliquer a tous types de transactions commerciales. Les details ont leur importance et peuvent faire toute la difference entre une transaction qui necessite l'approbation du gouvernement, le type d'approbation requis ou une transaction qui ne necessite aucun traitement particulier. Si vous aimez rassembler des informations et utiliser votre logique pour resoudre des enigmes, ce poste est fait pour vous. Vous devrez egalement etre capable d'expliquer comment vous etes parvenu a votre conclusion a des fins d'archivage et d'audit. Il est donc important d'avoir de bonnes competences en communication ecrite. 

Au cours du processus de collecte d'informations pour determiner ce qui est requis, vous travaillerez avec pratiquement tous les services de Bell : ingenierie, chaine d'approvisionnement, programme de gestion, ventes, developpement commercial, contrats gouvernementaux et commerciaux, technologies de l'information, assistance a la clientele, securite, communications et service juridique. Vous travaillerez egalement avec des personnes travaillant sur tous les sites de Bell a travers le monde.

Ce que vous ferez en tant qu'analyste en conformite commerciale

         Rechercher et apprendre les procedures douanieres et d'exportation ainsi que la documentation necessaire au bon fonctionnement de l'entreprise.

         Determiner les elements de donnees commerciales requis pour l'importation/exportation, tels que le code tarifaire harmonise et le pays d'origine.

         Participer a la mise en uvre des programmes d'accord de libre-echange de Bell (par exemple, l'ACEUM).

         Assister et observer les reunions du programme afin de recueillir des informations et d'etablir des priorites.

         Preparer les demandes de licence d'exportation.

         Collaborer avec d'autres services afin d'ameliorer les processus.

         Participer a la formation en matiere de conformite commerciale au sein de l'organisation.

         Repondre aux exigences internes et externes en matiere d'audit.

         Examiner et approuver (ou refuser) les transactions d'exportation et/ou d'importation.

         Examiner les documents de l'entreprise afin de determiner s'ils peuvent etre exportes.

         Approuver les voyages a l'etranger et les visiteurs etrangers.

         Realiser des evaluations des risques et participer aux audits.

         Verifier les listes de parties sanctionnees.

         Preparer des rapports et tenir des registres.

         Ameliorer en permanence le programme de conformite commerciale de Bell en participant a l'elaboration de politiques et de procedures, a des projets d'automatisation, etc.

         Maintenir un environnement de travail positif et collaborer activement avec les clients internes et externes.

Qualifications

         Baccalaureat (une experience en conformite commerciale internationale peut etre consideree comme equivalente a un diplome)

Summary of job description

Bell's Global Trade Compliance department is looking for an innovative, analytical teammate with a global mindset to join our team as a Trade Compliance Associate Analyst. This position plays a critical role in ensuring Bell complies with global export and import control laws. 

To determine compliance requirements, you'll need to read and understand complex legal regulations and apply those regulations to all kinds of business transactions.  Details matter and can make all the difference between a transaction that requires government approval, what kind of approval that may be, or a transaction that doesn't require any special handling.  If you enjoy gathering clues and using logic to solve puzzles, that's really what this job entails.  You'll also need to be able to explain how you arrived at your conclusion for recordkeeping and auditing purposes - so written communication skills are important too.

In the process of gathering facts to determine what's required, you will work with virtually every function within Bell - engineering, supply chain management, program management, sales, business development, government and commercial contracts, information technology, customer support, security, communications, and legal.  And you will work with people at all Bell sites globally.  

What You'll Be Doing as a Trade Compliance Associate Analyst

         Research and learn Customs and export procedures and documentation necessary for compliant operation of the business.

         Determine required trade data elements for import/export, such as Harmonized Tariff code and Country of Origin.

         Participate in the execution of Bell's Free Trade Agreement programs (e.g. CUSMA)

         Attend and observe program meetings to gather facts and set priorities.

         Prepare export license applications.

         Collaborate with other departments to improve processes.

         Assist in trade compliance training across the organization.

         Support internal and external audit-related requirements. 

         Review and approve (or deny) export and/or import transactions.

         Review company materials for exportability.

         Approve foreign travel and foreign visitors.

         Conduct risk assessments and assist in audits.

         Perform sanctioned party list screenings.

         Prepare reports and maintain records.

         Continuously improve Bell's trade compliance program by assisting in the development of policies and procedures, automation projects, etc.

         Maintain a positive work environment and actively collaborate with internal and external customers.

         Other duties as assigned. 

Qualifications 

         Bachelor's degree (global trade compliance experience may be considered in lieu of degree)

         Demonstrated research, analytical and problem-solving skills

         Strong attention to detail 

         Excellent organizational skills 

         Ability to understand and apply technical and/or regulatory concepts 

         Awareness of and interest in changes affecting Canadian, U.S., and global export control laws and regulations 

         Superior interpersonal and communication skills

         Excellent judgment and discretion 

         Desire to work in a collaborative team environment 

         Proficiency with Microsoft Office including Outlook, Word, Excel, and PowerPoint

         Experience with SAP GTS, Business Objects, Power BI, SharePoint, CATIA, ENOVIA. (An asset) 

Functional knowledge in French is required. Functional knowledge in English is required for this position, as it involves communication in English with Bell teams outside of Quebec and/or its suppliers, partners, and clients outside of Quebec.

Any other combination of schooling and experience deemed equivalent may be considered.
