Job Requirements

Provides enterprise-wide strategic, financial, compliance, and operational leadership for the UMMS 340B program. Maximizes program value to provide care for vulnerable patient populations while maintaining the highest standards of regulatory compliance across covered entities, outpatient clinics, mixed-use settings, and contract pharmacy networks. C Leads governance, stakeholder alignment, and cross-functional decision-making. Translates evolving regulatory requirements into enterprise strategies and operational execution, ensuring program integrity, financial stewardship, risk mitigation, and sustainable growth across the organization.

 

Primary Responsibilities

The following statements are intended to describe the general nature and level of work being performed by people assigned to this classification. They are not to be construed as an exhaustive list of all job responsibilities performed.

      Lead the development and execution of the enterprise-wide 340B strategy, aligning program performance with organizational financial, compliance, and patient access objectives.

      Direct the strategy, evaluation, scale and optimization of contract pharmacy networks to improve financial performance, maximize eligible prescription capture, and reduce program leakage while maintaining compliance.

      Serve as the program authority by establishing, maintaining, and overseeing system-wide 340B governance, policies, and procedures to ensure program integrity and regulatory compliance across all covered entities.

      Oversee 340B program registration, recertification, and maintenance activities within the HRSA Office of Pharmacy Affairs Information System (OPAIS), ensuring complete and accurate records across all participating entities.

      Primary organizational liaison and contact for Health Resources and Services Administration (HRSA), state Medicaid, manufacturer, and other regulatory audits, directing audit response activities and implementation of corrective action plans when necessary.

      Responsible for the 340B financial portfolio, including program savings, margin performance, contract pharmacy yield, and growth opportunities. Develop and present performance metrics, forecasts, and recommendations to senior leadership and governance committees.

      Lead, mentor, direct and develop a team of 340B professionals, establishing performance expectations, accountability measures, and succession planning strategies.

      Manage technical relationships with third-party split-billing vendors and other external partners, ensuring optimal software performance, correct crosswalk mapping, and accurate data feeds.

      Lead enterprise 340B governance and multidisciplinary committees, driving strategic decision-making, stakeholder alignment, and accountability for program performance and compliance.

      Perform all other duties as assigned.


Work Experience

Education & Experience - Required

      Bachelor's degree in Pharmacy, Healthcare Administration, Business Administration, Finance, or a related field required.

      Apexus Certified Expert (340B ACE) certification required within 12 months of hire.

      Seven (7) years of progressive healthcare experience, including at least 5 years of direct 340B program leadership experience within an integrated delivery network (IDN), academic medical center, or multi-site health system.

      Demonstrated expertise in 340B regulatory requirements, program optimization, contract pharmacy administration, audit management, and compliance oversight.

      Experience leading cross-functional teams, governance committees, and enterprise-wide initiatives involving pharmacy, finance, compliance, revenue cycle, information technology, and clinical operations.

      Proven ability to analyze complex financial and operational data, develop strategic recommendations, and communicate effectively with executive leadership.

Education & Experience - Preferred

      Doctor of Pharmacy (Pharm.D.), Master of Business Administration (MBA), Master of Healthcare Administration (MHA), or other relevant advanced degree.

      Apexus Certified Expert (340B ACE) certification at the time of hire.

      Experience leading enterprise-wide 340B programs in a complex health system, academic medical center, or integrated delivery network.

      Experience with contract pharmacy optimization, audit management, and 340B technology platforms.

      Demonstrated ability to lead cross-functional governance committees and influence executive decision-making.
