SENIOR FSRM PROGRAM MANAGER
LOCATION: Eglin AFB, FL
JOB STATUS: Full-time
CLEARANCE: SECRET
CERTIFICATION: None Required
TRAVEL: Local area on Eglin AFB and some Eglin Reservation Facilities
Astrion has an exciting opportunity for a SENIOR PROGRAM MANAGER to join our team at Eglin AFB, FL. This position will support the Facilities Sustainment, Restoration, & Modernization (FRSM) program.
REQUIRED QUALIFICATIONS / SKILLS
  • Experience with USAF Civil Engineering Organizations, Eglin AFB, and/or USAF Test and Training Ranges.
  • Knowledge and experience of DoW and USAF construction policies, standards, practices, processes, and procedures for Facilities Sustainment, Restoration, & Modernization (FSRM).
  • Experience in Construction Project Design and Management, Project execution, Environmental Requirements and CE Operations Processes/Procedures.
  • Experience with Microsoft Office products required: Word, Excel, PowerPoint, Project, Outlook.
  • Ability to traverse various base/range unique terrains, wooded areas, ravines, elevated platforms, roofs, and vertical ladders. Must lift more than 30lbs frequently.
  • Master's Degree in a relevant discipline
  • 10+ years of relevant experience
  • Holds an Active (or active within the last two years), with the ability to maintain, United States Department of War SECRET security clearance

PREFERRED QUALIFICATIONS / SKILLS
  • Experience with and understanding of Other Transaction Authority (OTA) for construction and Progressive Design-Build processes.
  • USAF Civil Engineering expertise - Project Design & Construction Planning, Programming, Project Management, Construction Management/Oversight; SMS Builder & AMP Program experience.
  • Project Execution experience - Civil Engineering Processes, contracting procedures, clauses, timelines, plus all methods of execution and the rules that apply.
  • Project Design/Construction experience - scheduling, creating/comprehension of critical path, constraints, and tracking.
  • Knowledge of Air Force Funding sources and specific rules for each; 3400/3600/MILCON and others, FSRM Program Element Codes, rules, and restrictions, AFCAMP, AFIMSC/AFCEC restrictions/rules
  • Experience with CE Contract by Requestor processes, NexGen IT/TRIRIGA Program, SMS Builder Database, and other CE related databases.
  • Understanding of applicable DoW UFCs, DoW and USAF regulations and guidelines
  • Areas of additional experience: community planning, facility assessment/condition/prioritization, real property knowledge, space planning and management.

RESPONSIBILITIES
  • Project Design/Construction scheduling, creating/comprehension, critical path, constraints, tracking
  • Lead Program Management Reviews; Status/Coordination meetings, assign action items, take notes
    • Follow-up on critical items/requirements; keep teams/leads focused and priorities/schedule
  • Work closely w/CE Project Managers and Range Engineers, multiple customers, and other CE Liaisons
    • Thorough understanding of DoW Construction policies, directives and latest HHQs guidance
    • Provide updated facility/utility/infrastructure data to ensure mission requirements are met
      • Critical infrastructure & prioritization of facility requirements to meet mission needs
  • Partner with group CE Liaison, coordinate work requirements, modifications and repairs to all real property facilities and infrastructure within the AOR. Submits CE Work Tasks for real property requirements and submits AF Form 813s specific to environmental requirements, as dictated by local policy. Assesses facility conditions and provide feedback to RN CE Liaison.
  • Prepares and Conducts CE briefings regarding funding, strategic planning, project status, design reviews, and assistance the direct delivery of presentations as requested by leadership.
  • Conduct tours for test/training leadership that provides information highlighting project progress and key features of current and future projects.
  • Asset management to include; Real Property, CE Financial Management, Environmental Management, Compliance and Natural Resources.
