Job Description:

L3Harris is seeking a Proposal Operations Manager within the Space and Mission Systems (SMS) Proposal Center of Excellence. The Proposal Operations Manager will support proposal activities for major new business pursuits and opportunities that drive growth in the business. This position is focused on supporting proposal teams in responding to Requests for Proposals (RFPs), Requests for Information (RFIs), Broad Area Announcements (BAAs), and requests for white papers. The candidate will exercise independent judgment and discretion in coordinating and producing proposal responses (RFI, Sources Sought, RFP, etc.) in conjunction with a proposal team with the relevant business and product knowledge required to deliver a compliant, compelling proposal. This is a highly networked role that requires the ability to work under pressure and within challenging timelines. This position will work across many internal and external groups, including Business Development, Proposal Operations, Contracts, Finance, Program Management, and Engineering.

Essential Functions:

Independently lead production of proposal documents (each proposal may include multiple volumes), making autonomous decisions regarding document structure, formatting approach, and compliance strategy
Collaborate with the Graphics team in the Proposal Center on the inclusion of artwork in proposal documents, determining the most effective visual communication strategies
Independently manage proposal efforts in compliance with L3Harris standards and industry best practices, owning decisions regarding process adherence and quality standards
Analyze and interpret formal RFP, RFI, and BAA instructions to ensure compliance, applying advanced knowledge to resolve ambiguities and conflicts in requirements
Independently determine and enforce consistency in styles and formats throughout proposal volumes, exercising professional judgment on matters with business impact
Manage document version-control systems, making independent decisions regarding document management
Concurrently manage multiple proposals, independently prioritizing workload and allocating resources across competing deadlines
Represent the Proposal Center with authority in final book checks and shipping activities, serving as the primary decision-maker for final production quality
Archive proposal documents in accordance with company practices, independently ensuring compliance with records-management requirements
Provide guidance and direction to cross-functional team members on proposal requirements and standards
Make recommendations for process improvement
This is a highly networked role that requires the ability to work under pressure and within challenging timelines
This position will work across many internal and external groups, including Business Development, Proposal Operations, Contracts, Finance, Program Management, and Engineering

Qualifications:

Bachelor's degree and a minimum of 4 years of prior relevant experience; Or, Graduate degree and a minimum of 2 years of prior related experience; Or, in lieu of a degree, a minimum of 8 years of prior related experience
Minimum of 4 years of experience independently managing government contracting or government proposal development activities
Minimum of 4 years of experience with Microsoft Office applications

Preferred Additional Skills:

Familiarity with Microsoft Teams and SharePoint
Possession of, or ability to obtain, an active Top Secret/SCI clearance
Demonstrated leadership capabilities for cross-functional teams and ability to work successfully in a team environment
Advanced knowledge of government contracting processes and vernacular, with the ability to independently interpret and apply regulations
Familiarity with business development, program management, and/or engineering
Self-motivated with the ability to work with significant autonomy and minimal direct supervision
Ability to lead and influence team members in a collaborative environment
Advanced proficiency in developing presentations using PowerPoint
Ability to create graphics using PowerPoint, Visio, Adobe Illustrator, or other graphics applications
Certification/training in L3Harris, Shipley, APMP, or other industry-recognized practices for proposal operations
Ability to create simple graphics using PowerPoint, Visio, Adobe Illustrator, or other graphics applications
Availability to travel as necessary
