POSITIONSUMMARY
Thisposition serves as the Program Manager for the Critical Home Repair (CHR) andEmergency Home Repair Program, and responsible for successful administration ofall contracts related to the Program. Responsibilities include, but are notlimited to, ensuring vendors' compliance with all contractual terms andconditions, verifying household and property eligibility requirements,enforcing performance/invoicing/reimbursement controls, monitoring expendituresagainst approved funding limits, and maintaining documentation in accordancewith the applicable financial rules and regulations. This position collaboratesinternally with different departments including but not limited to Manager'sOffice, Legal Counsel, Housing and Community Development, Finance, Procurement,LUESA/Code Enforcement, and externally with the Program vendors and otherstakeholders to ensure program integrity, fiscal accountability, and regulatorycompliance.
ESSENTIAL FUNCTIONS
• Develops and implements procedures, processes andguidelines related to the Critical Home Repair and Emergency Home Repairprogram and actively participates in the development of related policies.
• Develops and implements strategic initiatives, operational procedures, andperformance standards to ensure effective administration of Critical HomeRepair and Emergency Home Repair Program.
• Responsible for bidding, negotiations, execution/implementation of allcontracts and amendments, administration, and oversight of multiplecontracts, amendments, and procurement activities supporting programoperations.
• Ensures vendors' compliance with all contractual terms and conditions, and toensure that the contractual targets for each fiscal year are met.
• Ensures Program compliance with Federal, State, and local statutes andregulations.
• Verifies households and properties eligibility per the Program requirements.
• Performs pre and post job/construction walkthroughs of each home project toensure that the scope of work aligns with the Program requirements, beforeproviding approvals for repair/construction work.
• Ensures that the required permits, inspections, deed restrictions, andcloseout documentation are completed for each project prior to the releaseof payments/reimbursements to the Program vendors.
• For the Emergency Home Repair program, this position is responsible toundertake pre-job walkthroughs of the relevant home within 2-hours ofreceipt of application/information/notification to ensure that the scopeof work aligns with program requirements and to communicate approval ofrepair work to the vendor. This walkthrough may be required to be undertakenduring afterhours, weekends or holidays.
• Monitors and ensures that the expenditures remain within the fundingallocations for each contract.
• Prepares and presents budget requests for the Program for each fiscal year.
• Maintains a central database and documentation on shared drive for the wholeProgram for easy accessibility and cross-referencing by the vendors toensure that no home project in the County exceeds the maximum repair grantallocation during a specified period of time.
• Monitors adherence to confidentiality, data safeguarding, and digitalaccessibility requirements.
• Maintains internal controls and documentation which are sufficient towithstand any audit review.
• Prepares financial summaries and presents or responds to any requests forinformation from the Board of County Commissioners (BOCC) or County'sExecutive leadership.
• Prepare performance reports, compliance summaries, financial analyses, andother materials related to the Program operations.
• Monitors and ensures that all approved goals related the Program for eachfiscal year are achieved.
• Ensures that the Program related operations align with County priorities,funding requirements, and established performance objectives.
• Responsible for overall program administration, coordination, and continuousimprovement efforts to maximize service delivery and operational efficiency.
• Ensures proper stewardship of public funds through financial oversight,expenditure monitoring, invoice review, payment/reimbursement approvals,and budget management activities.
• Develops performance dashboards, compliance reports, and operational metricsused to evaluate program effectiveness and support executivedecision-making.
• Coordinates across multiple County departments to ensure effective programimplementation and achievement of organizational objectives.
• Develops collaborative partnerships with internal stakeholders, communityorganizations, contractors, and regulatory agencies to support programsuccess.
• Responsible for analyzing operational trends, identifying opportunities forimprovement, and implementing corrective actions when necessary.
• Any other tasks related to the program, as assigned.
MINIMUM QUALIFICATIONS
Five(5) years of progressively responsible experience in Program or ContractsManagement in related
field.
Bachelor'sdegree in construction management, engineering, or related field. Master'sdegree preferred
in related field.
Ora non-related bachelor's degree with minimum 5 years of experience specificallyrelated to housing
renovations/repairs.
