POSITION OVERVIEW:
As a Workforce Consultant / Disabled Veteran Outreach Provider (DVOP), you will play a key role in empowering job seekers and eligible veterans to achieve meaningful employment and career growth. You will collaborate with individuals to develop personalized job search plans, provide individualized support through career counseling and resource coordination, and help clients enhance their jobreadiness skills so they can connect with opportunity. By building strong connections with local employers, facilitating workshops, and offering uptodate labor market insights, you will serve as a vital bridge between talent and opportunity, contributing to a stronger workforce and resilient community.
In order to qualify for this position, you must be one of the following:*

Qualified eligible persons, as defined in Title 38, United States Code, Section 4101(5).*

ESSENTIAL FUNCTIONS:
- Empower clients and eligible veterans to take charge of their career journey by developing and implementing personalized job search plans that identify the services, training, and supports needed for lasting employment success.
- Discover potential and uncover barriers through interest and skill assessments that inform strategic, meaningful employment pathways tailored to each individual's strengths, needs, and goals.
- Provide dedicated, ongoing guidance with case management and career counseling that connects clients to programs, resources, and supports, including veteran specific services, that move them closer to their goals.
- Champion access and opportunity by helping clients navigate workforce programs, veteran services, community resources, and partner services with clarity and confidence.
- Drive progress through collaboration by coordinating and tracking client activities, services, and outcomes to ensure steady advancement toward employment milestones and program performance goals.
- Inspire career readiness by coaching clients to strengthen job search techniques, refine resumes and applications, practice interviewing, and overcome obstacles to success, including barriers commonly experienced by disabled veterans and other eligible veterans.
- Build lasting bridges between people and opportunity by facilitating workshops, partnering with employers, and sharing up to date labor market insights that help shape a responsive, future ready workforce.
- Engage employers and community partners to identify hiring needs, create referral pipelines, and increase awareness of the skills and contributions of veterans and other job seekers served by the program
REQUIRED SKILLS AND COMPETENCIES:
The ideal candidate will demonstrate advanced knowledge and proficiency in the following areas:
- Job search planning: Ability to develop individualized employment plans by identifying barriers, setting realistic goals, and outlining actionable steps toward employment, including strategies tailored for disabled veterans and other eligible veterans.
- Client communication: Strong interpersonal and communication skills, including active listening, empathy, rapport building, and the ability to convey information clearly to diverse audiences in both one on one and group settings.
- Client assessment: Skill in conducting interviews and assessments to evaluate client strengths, interests, needs, and barriers, and applying that information to service strategies and referrals.
- Career support and coaching: Ability to guide and motivate clients through goal setting, skill development, and problem solving related to employment, helping them build confidence and take consistent action toward their goals.
- Resource navigation: Knowledge of or ability to quickly learn workforce, education, veteran, and community resources, and effectively connect clients to appropriate services and supports.
- Job readiness and skills training: Ability to teach and support job seeking skills such as resume writing, applications, interviewing, networking, and workplace expectations, including through workshops and small group sessions.
- Advocacy: Ability to represent client skills and workforce services effectively to employers and partner organizations, championing the value of veterans and other job seekers served by the program.
- Workshop facilitation and public speaking: Skill and confidence in developing and delivering presentations or workshops using clear structure and engaging delivery methods that support learning and participation.
- Employer engagement: Ability to build and maintain relationships with employers, understand hiring needs, and connect candidates to opportunities that support meaningful, sustainable employment.
MINIMUM QUALIFICATIONS (Education and Experience)
- Proven experience delivering direct employment or workforce support services to unemployed or underemployed individuals, as well as those seeking to reskill or upskill into new careers. This includes individualized job placement, job readiness assessments, career planning, and supportive service referrals.
- In-depth knowledge of human service systems, with a strong understanding of common barriers related to employment, housing, education, and community reintegration.
- Established success in collaborating with a broad range of partners such as employers, social service organizations, government agencies, and nonprofits to connect individuals with education, training, and job opportunities.
- Skilled in developing professional reports, presentations, and documentation for participants, partner agencies, and supervisors.
- Experience analyzing service gaps, gathering participant or program data, and offering informed recommendations to management that support program quality and continuous improvement.
A bachelor's degree in human services, social work, workforce development, or a closely related field may supplement relevant professional experience but is not a substitute for demonstrated skills and competencies in the areas noted above. Equivalent combinations of education and directly related experience will be considered.
