A commissioner is appointed by judges to perform a variety of judicial functions, set on a case-by-case basis. As a commissioner, you are likely called upon to adjudicate cases and act as a judge when a judge cannot be present; your powers are limited by state statutes but are generally equal to judges with regards to minor cases. You have the power to pass binding judgments after hearing court cases. The Deputy Assistant Secretary for International Monetary and Financial Policy performs the following duties:
- Provides executive leadership for the Department's international monetary and financial policy initiatives, ensuring alignment with Treasury's strategic objectives and U.S. economic priorities.
- Serves as the principal advisor to senior Department leadership on international monetary policy, exchange rate policy, global financial stability, and economic and financial diplomacy with industrialized nations.
- Directs the development, evaluation, and implementation of policies, programs, and strategic initiatives affecting the international monetary system and global financial markets.
- Leads the analysis of complex international economic and financial issues, including balance of payments, international capital flows, exchange rate developments, and global monetary policy, and develops policy recommendations to advance U.S. interests.
- Oversees Treasury's engagement with foreign governments, international financial institutions, and multilateral organizations to promote U.S. economic and financial policy objectives.
- Directs interagency coordination and the development of United States policy positions on international monetary and financial matters.
- Oversees international monetary affairs and foreign exchange operations, including the evaluation of foreign exchange market activities and related policy recommendations.
- Provides executive oversight of research, policy analysis, and strategic initiatives to ensure recommendations support Department priorities and long-term policy objectives.
- Represents the Department of the Treasury in high-level meetings and negotiations with senior U.S. Government officials, foreign governments, international organizations, and other key stakeholders regarding international monetary and financial policy matters.

EDUCATION: Applicants must meet one of the following requirements:
- Degree: A bachelor's degree in economics from an accredited college or university that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus; OR
- Combination of Education and Experience: A combination of education and experience equivalent to a major in economics, as described above, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus, together with appropriate experience or additional education.

- Accountability for the success of major programs or initiatives
- Monitoring organizational performance and adjusting goals as needed
- Supervising staff and managing workforce performance
- Exercising policy-making, policy-determining, and executive functions
TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.
TQ1 - Demonstrated experience leading the development, evaluation, and implementation of U.S. international monetary and financial policy. Experience advising senior government officials on international economic policy matters and advancing U.S. interests through engagement with the International Monetary Fund (IMF), the Group of Seven (G7), the Group of Twenty (G20), and other multilateral economic and financial institutions.
TQ2 - Demonstrated experience conducting complex economic and financial policy analyses and developing recommendations affecting U.S. international economic interests. Experience evaluating multilateral economic and financial issues, advising senior officials, and supporting policy development involving the International Monetary Fund and other international financial institutions.
TQ3 - Demonstrated experience directing policy development and technical analysis involving international currency markets, foreign exchange operations, and sovereign debt policy. Experience representing the United States in interagency and international discussions and communicating complex economic and financial policy issues to senior government officials and international stakeholders.
TQ4 - Demonstrated experience leading organizations responsible for international economic or financial policy. Experience establishing strategic priorities, directing professional staff, managing organizational performance, leading organizational change, and fostering collaboration to achieve mission objectives in a complex governmental or international environment.
EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position.

ECQ 4 - Leading People: Demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. Leadership Competencies: Accountability, Developing Others, Executive Judgement.

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB) of your eligibility for noncompetitive appointment to the SES.

This position has a positive education requirement.
Applicants must submit transcripts (official or unofficial) sufficient to demonstrate that they meet the positive education requirement. If qualifying through a combination of education and experience, your application must clearly demonstrate how you meet the requirements established by the Office of Personnel Management (OPM) for the Economist Series, 0110.
PREFERRED QUALIFICATION: An advanced degree in economics, international economics, finance, public policy, international affairs, or a closely related discipline is highly desirable. Demonstrated expertise in international monetary policy, global financial markets, macroeconomic policy analysis, foreign exchange operations, sovereign debt policy, and the development and implementation of U.S. international economic policy is preferred. Experience representing the United States in multilateral economic and financial institutions, including the International Monetary Fund (IMF), Group of Seven (G7), and Group of Twenty (G20), and advising senior government officials on international economic and financial policy matters is highly desirable.
