About the Role
We are seeking a UX Designer to shape the user experience of our legislative software platforms within the Legislative Management Services (LMS) division.
This role owns the design work that turns complex legislative processes into interfaces that clerks, legislators, and legislative staff can use confidently under session-day pressure. The UX Designer will partner with Product Managers, Business Analysts, and React and .NET engineering teams to move from requirements and user research through wireframes, prototypes, and production-ready designs, while building and maintaining the design system that keeps our products consistent.
The ideal candidate is a hands-on designer who is comfortable working directly with clients and developers, has strong opinions about accessibility and usability, and is eager to use AI-assisted design tools to move faster from idea to testable design.
Key Responsibilities:
1. Experience Design & Prototyping
o Translate product requirements and user insights into user flows, information architecture, low- and high-fidelity designs, and clickable prototypes.
o Leverage existing wireframes from previous client engagements as a baseline and tailor them to new client specifications.
o Design interactions and micro-interactions that hold up under the pace and pressure of legislative session work.
o Present design concepts to stakeholders and incorporate feedback through successive iterations.
2. Design Systems & Developer Collaboration
o Produce and maintain component libraries, design systems, design tokens, and documentation to ensure consistency across the product ecosystem.
o Work closely with React and .NET developers to ensure designs are implementable; provide clear specifications, CSS and style guidance, and production-ready assets.
o Extend and apply the Material UI component framework rather than reinventing patterns.
o Advocate for accessibility, performance, and responsive design best practices throughout the delivery process.
3. Research, Usability Testing & Measurement
o Conduct usability testing with legislative end users, gather feedback, and iterate on designs.
o Measure UX outcomes using product analytics and qualitative research.
o Partner with Business Analysts and Product Managers so requirements-gathering sessions translate cleanly into design direction.
o Synthesize research findings into actionable design decisions and share them with product and delivery teams.
4. AI-Assisted Design & Productivity
o Use Claude Design and other AI-assisted design tools to rapidly generate prototypes, mockups, and visual concepts, accelerating the path from idea to testable design.
o Identify opportunities to bring AI into the design and documentation workflow, and share effective practices with the broader team.
o Apply the same accessibility, quality, and brand standards to AI-generated output as to any other design work.
Required Skills & Qualifications:
3-4 years of UX or product design experience, with a portfolio demonstrating product and interface work.
Proficiency in Figma, including components, variants, auto layout, prototyping, and design tokens.
Experience designing with the Material UI (MUI) component framework.
Strong interaction design skills: user flows, wireframes, prototypes, and micro-interactions.
Familiarity with HTML and CSS, and with front-end constraints, to create realistic and implementable designs.
Experience conducting user research and usability testing, with the ability to synthesize findings into actionable design decisions.
Hands-on experience with Claude Design or comparable AI design tools, or a demonstrated eagerness to adopt AI tooling to accelerate design work.
Excellent collaboration and communication skills with product managers, engineers, and client stakeholders.
Bonus Skills:
Experience building or maintaining a design system used by multiple engineering teams.
Exposure to API-driven user interfaces and to component libraries in .NET or CSS frameworks.
Knowledge of accessibility standards (ADA and WCAG) and experience applying them in web or desktop .NET applications.
Familiarity with AI-assisted design workflows integrated into a broader product design process.
Experience working with government, legislative, or public sector organizations.
Travel Requirement:
Expected Travel of 25%-35%, depending on project needs, offering opportunities to observe legislative users in their own environment, validate designs directly with clients, and build stronger relationships during discovery, usability testing, and delivery phases. Travel ensures hands-on involvement and successful design outcomes.
Work Location & Engagement:
This role is based in Richmond, VA. The position begins as a six-month contract with the intent to convert to direct hire.
We ask that you work onsite for the 2 weeks to ramp up on our platforms, our clients, and the team. After that, a hybrid schedule is available based on performance and project needs, with continued travel as outlined above.
