Job description

Description The purpose of this position is to manage the planning, design, and implementation of traffic improvements to ensure efficient and safe movement of people and goods within the county. Key responsibilities include conducting traffic studies, analyzing data, designing traffic control systems, coordinating with stakeholders, preparing reports, and overseeing traffic-related construction and maintenance projects to improve roadway safety and mobility. This class works independently, under limited supervision, reporting major activities through periodic meetings.

Examples of Duties The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary. Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.

Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed. Conducts traffic studies and analyzes traffic data to identify patterns, trends, and safety issues. Coordinates with and reviews Traffic Impact Analysis prepared by consultants for new developments under the County's TIA Ordinance.

Conducts and reviews traffic calming studies to develop the safe implementation of traffic calming devices. Reviews development plans for projects for compliance with traffic/transportation related elements as part of the County review process. Serves as County traffic engineer, assuming responsibility for the preparation of finished plans, specifications, and construction for public infrastructure improvements in assigned area of responsibility.

Serves as project manager on traffic and transportation-oriented capital improvement projects and assist other project managers with traffic/transportation elements of projects. Prepares traffic control plans for various County projects impacting public travel ways. Utilizes computer software systems to produce engineering drawings utilizing complex drafting and design procedures and perform traffic analysis.

Utilizes appropriate design standards and related reference information to establish profiles, cross sections, drafts, or other compilation forms to compile data used in preparing engineering specifications. Develops transportation plans and designing various infrastructure projects, such as traffic signals, signage, and pavement markings. Designs and implements traffic control systems and traffic management plans.

Monitors, manages, reviews, and designs of traffic signal timing and the maintenance of traffic systems. Provides analysis and input on multi-modal, complete streets, mass transit, traffic calming and capacity, safety, speed limit, and other transportation studies, projects, programs, and initiatives. Provides technical design, analysis and management of multi-modal, pedestrian and bicycle infrastructure systems.

Prepares reports, makes presentations, and maintains accurate records, notes, and other required documentation for assigned projects. Meets and confers with contractors, public officials, neighborhood groups, outside agencies, advisory committees, citizens, and civic organizations regarding engineering issues and projects for assigned area of responsibility. Represents the County before boards, commissions, committee, and councils addressing transportation issues throughout the County.

Facilitates and coordinates with state and local traffic and engineering officials as needed; oversees permitting processes for traffic-related construction and maintenance activities to ensure compliance with all applicable local, state, and federal regulations and standards. Oversees the operation, management, and maintenance of County traffic control systems and those assets maintained by the County for the SCDOT. Oversees the County's Signal Maintenance Agreement with the SCDOT.

Develop projects and plans to implement the LATS ITS Masterplan. Performs related work as assigned. Typical Qualifications REQUIREMENTS: Requires bachelor's degree in civil engineering Four (4) to six (6) years of related experience preferred or an equivalent combination of education, training, and experience.

Must be familiar with South Carolina Department of Transportation (SCDOT) design standards and specifications. South Carolina Professional Engineer's License required or ability to obtain within six (6) months. IMSA Level 2 preferred.

PTOE or RSP2I preferred. Must possess and maintain a valid state driver's license with an acceptable driving history. Supplemental Information All applicants tentatively selected for a position with Beaufort County Council will be required to submit to urinalysis to screen for the illegal use of drugs and to a background check prior to appointment.
